The state ranks every provider by complaints per 1,000 customers over six months, then sorts them into five equal groups. Constellation is in the best group, the one with the fewest complaints for its size.

BBB: A+, accreditedChecked October 5, 2026

39 complaints in three years, and the BBB shows no alerts. Reviews average 1.25 out of 5 across 16 reviews, but reviews don't count toward the grade.

One pattern to know: 7 of its 26 complaints were about switching customers without permission, second only to billing. Its 2024 state penalty also covered the rules on switching providers.

When do Constellation's bill-credit plans cost more?

The 14-month bill-credit plan looks cheap at 1,000 kWh: 11.8¢ in Houston. But the $35 credit only comes in months you use 1,000 kWh or more. At 500 kWh the same plan costs 15.8¢, more than the 11-month Simple Switch plan.

Rule of thumb: a bill-credit plan only pays off if you clear 1,000 kWh every month, even in mild spring and fal months. Fall to 999 kWh and you lose the whole $35. If your usage swings, the simple plan is the steadier choice.
