McKinney electricity: Oncor, CoServ or GCEC?

McKinney is split among Oncor and two co-ops, CoServ and GCEC. Only Oncor homes can shop, and the state plan list cannot tell which one you have, so check before you sign anything.

Short answer

McKinney has three electric utilities, and only Oncor homes can pick a power company. Oncor serves a large part of the city. Two co-ops, CoServ and Grayson-Collin Electric (GCEC), serve other parts, and their members cannot pick. For an Oncor home, the lowest plain 12-month price was 12.0¢ per kWh at 1,000 kWh on October 24, 2026.

The 4 things to know

  • No single company covers McKinney. Oncor, CoServ and GCEC each hold part of it.
  • Shopping is only for Oncor homes. CoServ and GCEC are member-owned, and each sets one rate for its members.
  • Your ZIP code will not settle it. Three of McKinney's four ZIP codes mix CoServ land with other land. Your bill is the proof.
  • The state plan list does not know your address. It shows plans by ZIP, so a co-op home can see plans it cannot buy.

Built on public data from CoServ, GCEC, Oncor and the Public Utility Commission of Texas (PUCT). Oncor-area prices were pulled from the state's Power to Choose list on October 24, 2026. The co-op rates are the ones posted on October 25, 2026.

01 · The three utilities

Which electric companies serve McKinney?

Three utilities own the lines in McKinney: Oncor, CoServ and GCEC. Each one sends its own crews when a storm brings wires down.

The three electric utilities in McKinney
UtilityWho they areCan you shop for a power company?
OncorA wires-only company. It sells no power.Yes, from the plan list.
CoServA member-owned co-op in Corinth that delivers and sells power. It names Craig Ranch in McKinney as one of its big projects.No. Its board sets one rate.
GCECGrayson-Collin Electric Cooperative, in Van Alstyne. It names a "McKinney East" service area.No. Its board sets one rate.

Co-ops and city utilities choose for themselves whether to join the state's choice program. The Commission's FAQ on these utilities says they may join at any time. Until one does, its members pay its own rate. On Oncor's lines, the company you choose is a retail electric provider. Our REP guide explains which job is whose.

A GCEC alert dated November 30, 2023 shows how close the lines run. It blames a McKinney East outage on a metering point that GCEC shares with Oncor. Two utilities can sit side by side, even on one block.

Frisco, to the west, splits the same way between Oncor and CoServ, with no GCEC.

02 · Rates

What do the three utilities charge in McKinney?

It depends on the utility. An Oncor home pays the plan it picks, and a co-op home pays its co-op's rate. Every price below is in cents per kWh and is an average across the whole bill. Delivery and monthly charges are folded in. Taxes are not. The Oncor-area rows are plans anyone in that area can buy. The co-op rows come from each co-op's own rate page.

Average price per kWh, Oncor-area plans as of October 24, 2026 and co-ops as of October 2026

We call a plan "plain" when it has a fixed rate for 12 months and no bill credit or usage fee flag, and it is neither prepaid nor time-of-use. Free-nights and bill-credit plans are in our cheapest plans guide. CoServ changes its price each month through a power-cost adjustment. That was minus 1.3¢ in October and minus 1.0¢ in September.

GCEC posts a $25 base charge, a $0.137 energy charge and a "current month PCRF" of 1¢. Its page does not show whether the 1¢ is added or taken off. So the table shows both ends. GCEC says a PCRF is plus when its costs run above its estimate and minus when they run below.

This tool is a rough guide. Taxes, bill credits and fees are not in its math. A plan's facts label shows what you would pay, and each co-op's rate page shows its price this month.

03 · Your address

How can you tell which utility serves your McKinney home?

Your bill or your meter's ESI ID settles it. A map only narrows it down. CoServ posts a map of its service boundary, and we placed it over the Census Bureau's outline of McKinney and measured the land. About 27.7% of McKinney falls inside CoServ's boundary. On 25.1% of the city, CoServ is the only company with a certificate. The other 72.3% lies outside CoServ's boundary, so Oncor, GCEC or both hold the certificate there.

Which companies hold a certificate on McKinney's land
CoServ alone: no company to pick
25.1%
CoServ plus Oncor, GCEC or both
2.6%
Outside CoServ's boundary: Oncor, GCEC or both
72.3%

We measured CoServ's own boundary map against Census lines, with flat-map area math. A shared area has more than one certificate holder, and that is all it tells you. We found no public GCEC map, so the outside land cannot be split between Oncor and GCEC. CoServ last edited its map layer on December 12, 2018.

The next table runs the same math for each McKinney ZIP code. It counts only the part of a ZIP that lies inside McKinney.

7507141.9%17.6%17.6%
7507217.4%43.4%43.2%

ZIP 75069 sits outside CoServ's boundary in McKinney, so its homes are Oncor or GCEC. The other three ZIP codes mix CoServ land with the rest. Even a ZIP that is mostly CoServ land can hold homes on another utility, because the map shows certificates and not meters. These steps give a firm answer:

  1. 1
    Open your latest bill.

Look at who sent it. A co-op name means a co-op. A power company's bill says the lines are Oncor's.

  2. 2
    Find your ESI ID.

That is the number of your meter. Oncor's lookup can pull it up from an address, and our guide to who your electric utility is explains the digits. No match from Oncor? Call the two co-ops.

  3. 3
    Call the co-ops.

CoServ Customer Care is 940-321-7800, Monday to Friday, 8 a.m. to 5 p.m. Central. The GCEC office is 903-482-7100.

04 · The co-ops

What do CoServ and GCEC charge their members?

CoServ adds a $15 base charge to 11.48¢ per kWh on its Standard rate. GCEC adds a $25 base charge to 13.7¢, plus or minus its 1¢ power-cost factor. The fees and deposits differ too.

CoServ tells members they never have to shop around, and its agents can match you to a rate by looking at your use. GCEC changed its rates on November 1, 2023. Its notice put the revenue gain at about 8.75%.

A co-op member can skip the plan list on Power to Choose. Those plans are closed to you. Your co-op's rate page is the whole price list.

05 · Your bill

What are you paying for on a McKinney electric bill?

Energy, delivery, a base charge and the city's sales tax. What you can shop depends on your utility, and it is a smaller slice than many people expect.

For an Oncor home, our Oncor guide shows what the delivery charge adds each month. Scan the bill for a city tax line too. The Comptroller's list names cities that add a local sales tax to home gas and electricity, and McKinney is one. The city sets the rate. No plan price includes it.

06 · New home

How do you turn on power in a new McKinney home?

Start with the utility. After that you know if you have choices.

  1. Learn who deliversCheck the last bill or the lease, or look up the address. The answer tells you if shopping is open to you.
  2. Oncor: choose a planCompare the plans for your ZIP, and read the 500, 1,000 and 2,000 kWh prices on each facts label.
  3. Co-op: apply for serviceCoServ charges a connection fee and may ask for a deposit. GCEC wants a state ID and a Social Security number for each person on the account.
  4. Pick the dateGCEC asks for 5 to 7 business days of notice, so apply early and avoid a gap.

Rent a home or an apartment? Ask the landlord which utility is on the lease. For an Oncor address, see our guides to setting up electricity and same-day service.

07 · Outages

Where do you report a McKinney outage?

Report it to the utility that owns your poles: Oncor, CoServ or GCEC. A power company you picked cannot fix the lines.

Oncor says it is upgrading service in McKinney. Its page lists pole checks, tree trimming and new poles and equipment, in phases through January 2027, weather permitting. It also says crews may need to close a road or a lane at times. The page has no date.

08 · Before you sign

What should an Oncor home check before signing?

Confirm that Oncor serves you first. Then run through this list.

  • You have confirmed that Oncor delivers to your address
  • The rate stays put for the full term
  • The prices at 500, 1,000 and 2,000 kWh on the label all look fair
  • Leaving early costs little or nothing
  • Picking a plan before you know if a co-op serves you. A co-op home cannot buy it.
  • A bill credit you have to earn, which can vanish if your use dips a bit
  • A deposit or fee you cannot explain. Ask what it covers.
  • A term of one to three months, since the price can leap when it ends

For how the state list works, read our guide to Power to Choose. A signed plan is a contract, so hold on to its facts label.
