How does Discount Power score?
As of October 14, 2026, Discount Power scores 55 out of 100 on our public-records formula, a “Poor” rating. Its Saver 12 plan costs 13% less than the Texas average and earns every price point. But two state penalties against the company that holds its license leave it 0 of 20 for fines.
- October 14, 2026: 55 at launch (Poor).
- December 16, 2026 (scheduled): 67 (Fair), if nothing else changes. That’s when the 2016 penalty (Docket 46597) turns 10 years old and drops out of our count.

All scores use one public-records formula, out of 100. Discount Power ranks 20th of 25, and its bar is green. It shares a license, and so its complaint rating and penalty record, with Cirro Energy. The 10 older scores are as of October 13, 2026. The APG&E, Payless Power and 4Change Energy scores are as of October 14, 2026, and the 7 we added October 16 are as of October 15, 2026. | Complaints to the state | 10 / 25 | 2 of 5 on the PUCT complaint scorecard released in September 2026, covering March 1 to August 31, 2026. The scorecard row lists US Retailers, Cirro Energy, Pennywise Energy and Compassion Energy. Discount Power uses the same license, certificate 10177. |
| BBB rating | 2 / 5 | Not rated: the BBB says it lacks enough information to rate Discount Power (Houston profile, checked October 14, 2026). No rating earns 2 points, and we say so. |
| Fines and penalties | 0 / 20 | Two PUCT penalties against US Retailers LLC in 10 years: $900,000 owed jointly with three other companies, approved December 16, 2016 (Docket 46597, −12), and $255,462 on October 24, 2024 (Docket 56637, −8) |
| Contract fairness | 15 / 20 | $150 cancel fee on Saver 12 (5 of 5); a simple fixed plan, Saver 12 (4 of 4); no arbitration clause or class-action waiver (4 of 4); two extra fees, for disconnect notices and disconnect recovery (2 of 4); no free-cancel window beyond the 3-day legal minimum (0 of 3) |
| Price | 20 / 20 | Saver 12 averages 13.8¢ at 1,000 kWh across Dallas (14.0¢) and Houston (13.6¢), per Power to Choose on October 14, 2026. That’s 87% of the 15.88¢ Texas average for July 2026 from the federal Energy Information Administration (EIA), so it earns all 20 points. |
| Time in business | 8 / 10 | Licensed October 27, 2008, per the PUCT scorecard (4); its terms describe its own bill-help program, Customer Assistance for Discount Power (2); parent NRG Energy publishes audited financials (2) |
To count as “simple fixed,” a plan needs one energy rate and nothing else: no credits, no usage tiers, no time-of-day prices. Saver 12 qualifies. The Bill Credit Bundle plans don’t. Full method: how we score.
Discount Power quick facts
How does the Discount Power Bill Credit Bundle work?
Discount Power’s Bill Credit Bundle 24 takes $125 off any Dallas bill with 1,000 kWh or more, per its October 4, 2026 fact label. Use 999 kWh and you get nothing, so that month costs far more.
The three prices each plan’s fact label must show. Both labels are dated October 4, 2026. Delivery included, taxes not.
Those three numbers hide what happens in between. The chart below fills in every usage level. Watch the orange line fall off a cliff at exactly 1,000 kWh, then climb back up.
Built from Discount Power’s October 4, 2026 fact labels. Oncor delivery is included: $4.06 a month plus 6.8673¢ per kWh. Taxes are not. The left scale starts at 0¢.
Where each bundle actually beats the plain plan
The bundles charge far more per kWh than Saver 12. In Dallas, Bundle 24’s energy charge is 16.0577¢ per kWh. Saver 12’s is 6.7174¢. That gap grows with every kWh you use. Past about 1,338 kWh, it’s bigger than the $125 credit.
Three of the six bundles never beat Saver 12, even in months that earn the credit. Our math uses each plan’s energy charge and credit from its fact label. It adds the delivery charges Discount Power lists for October 4, 2026.

Will the Bill Credit Bundle save money for your home?
Probably not, unless your use stays in a narrow band, such as 1,000 to 1,338 kWh for Bundle 24 in Dallas. For all three example homes we tested in Dallas, Bill Credit Bundle 24 cost $481 to $584 more a year than Saver 12. This check prices 12 months of your own use on both plans, from each plan’s fact label. It marks every month that misses the credit.

Even the large example home, which never missed the credit, paid $481 more a year on Bundle 24. For that home, the $125 credit couldn’t make up for an energy charge that’s 9.3¢ higher on every kWh.
Who is Discount Power best for?
- Anyone who wants one fixed rate all year, on Saver 12

- People who check their use each month and can plan around the credit
- Homes that dip under 1,000 kWh in mild months

What are Discount Power’s rates in 2026?
The Discount Power plans we checked in October 2026 cost 8.6¢ to 21.9¢ per kWh at 1,000 kWh, delivery included. Its plain Saver 12 plan on Power to Choose comes to about $140 a month in Dallas at that use. In Houston it’s about $136, before taxes.
Averages come from each plan’s fact label. Saver 12 is listed on Power to Choose (October 14, 2026); the other plans come from labels on Discount Power’s own site. Dallas (Oncor) labels are dated October 4, 2026, and Houston (CenterPoint) labels September 30, 2026. They include delivery but not taxes. We score the plan in the green row.
Power to Choose also lists Saver 10 and Saver 11 at Saver 12’s prices, with a $95 cancel fee. Saver 24 costs 14.6¢ in Dallas and 14.2¢ in Houston at 1,000 kWh, with a $295 fee.

Is Discount Power the same company as Cirro Energy?
Yes. Discount Power and Cirro Energy are both brands of US Retailers LLC, an NRG Energy company, under PUCT certificate 10177. On Power to Choose on October 14, 2026, their plain 12-month plans were near twins. Discount Power’s cost 0.1¢ less per kWh.
Prices from Power to Choose, October 14, 2026. Both brands’ labels are dated October 4, 2026 in Dallas and September 30, 2026 in Houston. Both name U.S. Retailers LLC and certificate 10177.
Both plans have a $0 base charge, the same $150 cancel fee and the same 22% renewable share. On the fact labels, the only difference is the energy charge. In Dallas it’s 6.7174¢ per kWh for Saver 12 and 6.8174¢ for Cirro. At 1,000 kWh a month, that’s about $12 a year.
Cirro Energy scores 58, three points higher. The two brands share a complaint rating and a penalty record. But Cirro holds an A+ from the BBB, which earns 3 more points than Discount Power’s missing rating.
Cirro prices come from Power to Choose (October 14, 2026) and Cirro’s own fact labels. Its score, BBB grade and phone number come from our Cirro Energy review (October 13, 2026 update). NRG also owns Reliant, Direct Energy and Green Mountain.
Keep readingSee which Texas electricity companies score highestHow many complaints does Discount Power get?
The PUCT’s September 2026 complaint scorecard rates US Retailers LLC, the company that holds Discount Power’s license, 2 of 5. That means more complaints than average for its size. The PUCT logged 172 complaints against the license from April 1 to September 30, 2026.
The PUCT sorts complaints into seven groups.. None of its complaints fell under quality of service, so we show six, with plain names. Shutoffs means discontinuance. Starting service means provision of service. The two “without OK” rows are slamming and cramming. We pulled these counts from the PUCT’s complaint statistics on October 14, 2026.
Billing made up 108 of the 172 complaints, or 63%. Across all Texas retail providers, billing was 49% of complaints. Only two license holders logged more complaints in total: Reliant (364) and TXU Energy (286). Raw counts grow with company size, so our score uses the state’s size-adjusted rating instead.
How the state rates it: complaints for every 1,000 customers over six months. Providers are split into five groups of about equal size. A 5 of 5 means the fewest complaints, and 2 of 5 means more than average.
The BBB says it doesn’t have enough information to rate Discount Power, and the company isn’t BBB accredited. No rating earns 2 of 5 points in our formula. Reviews on the BBB site don’t move our score.
Has Discount Power been fined?
Yes. In the last 10 years, the PUCT approved two penalties against US Retailers LLC, the company that holds Discount Power’s license. One was $900,000 in December 2016, owed jointly with three other companies. The other was $255,462 in October 2024.
- Docket 46597: the PUCT approves a settlement with US Retailers, Reliant, Green Mountain Energy and Everything Energy. The order says they took two or more business days to request the release of 7,902 switch holds. Those customers had already made their final payment-plan payments. The four owe the penalty jointly and agreed to add $600,000 to their bill-help programs.
- Docket 56637: the PUCT approves a settlement over a disconnection-notice fee. The order says fact labels under the Cirro Energy name listed a $10 fee. But the company charged the $20 fee in its terms, 109,973 times, from September 2021 to August 2023. It refunded $1,592,565 by January 11, 2024, and agreed to give $110,515 to bill-help agencies.
- State scorecard for March to August 2026: 2 of 5 for the license.
- The 2016 case leaves our 10-year window. The score would rise from 55 to 67 if nothing else changes.
What’s a switch hold? It’s a flag on your meter. It blocks a switch to a new electricity company, for example while you pay off an old bill on a payment plan.
How we checked: we searched PUCT case filings from the last 10 years under the legal name, US Retailers. We also searched Discount Power, Cirro, Pennywise and Compassion Energy, and found no other penalty. We read both orders on October 14, 2026. Our formula counts every penalty against the license holder, under any name it uses. A shared penalty with no split counts in full.
Coming up: on December 16, 2026, the 2016 penalty turns 10 and drops out of our count. Discount Power and Cirro would each gain 12 points, if nothing else changes.
What does Discount Power charge to cancel, and what other fees apply?
Discount Power’s fact labels list a $150 fee to leave a 12-month plan early and $295 for its 24- and 25-month plans. Its December 2025 terms of service add fees for late payments, returned payments and disconnect notices. There’s no cancel fee if you move and give a forwarding address.
Cancel fees and the usage charge come from each plan’s fact label. The other fees come from Discount Power’s terms of service, version dated December 2025.
- No arbitration clause or class-action waiver in its terms
- One switch to another Discount Power plan in your first 90 days, with no cancel fee
- No cancel fee if you move and give a forwarding address
- Texas rules: at least three notices before a fixed plan ends, the last one 30 or more days out
- 3 federal business days to cancel a new plan for free after you get the terms
- Its terms require paperless bills and automatic payments
- Bundle credits are all or nothing, month by month
- $295 to leave a 24- or 25-month plan early
- The 90-day switch is a plan change, not a free way out
- A $9.95 charge on Wise Buy Basic in months under 1,000 kWh
How to cancel or change your plan
- Switching companies? Sign up with the new one. The switch ends your Discount Power plan, and the cancel fee applies if you leave early. Here’s how switching works.
- Changed your mind about a switch? You can cancel within 3 federal business days after you get the terms of service, with no fee.
- Moving? Give Discount Power a forwarding address and any proof it asks for, and the cancel fee goes away. Its FAQ says you can set up the new home up to 60 days ahead.
- Wrong plan? On a plan of 12 months or longer, call 1-877-455-4674 in your first 90 days. You can switch once to another Discount Power plan, with no fee.
Terms of service: version dated December 2025
| Topic | What it says |
|---|---|
| Disputes | No arbitration clause, which would send disputes to a private arbitrator instead of a court, and no class-action waiver. While it looks into a billing dispute, you don’t have to pay the disputed part. If you’re not satisfied, you can go to the PUCT. |
| Bill help | Describes its own program, Customer Assistance for Discount Power, for customers hit by an emergency or short-term hardship. Customer donations help fund it. |
| Billing and payment | Plans require paperless bills and an automatic payment plan: bank draft, credit card or debit card. Bills are due 16 days after the bill date. |
| Moving | No cancel fee if you move and give a forwarding address and any proof it asks for (terms of service; 16 TAC §25.475) |
| Price changes | On fixed plans, only for changes in delivery charges, ERCOT or state fees, or new laws (terms of service and fact labels) |
| Deposits | Possible if you can’t show good credit. Ways to skip one include a good-payment letter from your last provider, or being 65 or older with no past-due balance. |
| Contract end | Notices by mail, email and text. State rules require at least three, the last one 30 or more days before the end. If you do nothing, you move to a month-to-month variable price (terms of service; 16 TAC §25.475). |
| Plan change | One fee-free switch to another of its plans in the first 90 days, on plans of 12 months or longer (Change Your Plan terms) |

Discount Power questions, answered
Is Discount Power a good electricity company?
It depends on the plan. Our public-records score gives it 55 out of 100, a Poor rating, mostly because of state penalties and complaints. Its plain Saver 12 plan costs less than the Texas average. Its bill credit plans are cheap only in months with the right amount of use.
Who owns Discount Power?
NRG Energy. Discount Power is a brand of US Retailers LLC. A 2022 filing with the PUCT says NRG owns that company fully, through other NRG companies. The same license also covers Cirro Energy.
Is Discount Power the same company as Cirro Energy?
Yes. Both brands belong to US Retailers LLC and share PUCT certificate 10177. On October 14, 2026, their plain 12-month plans cost almost the same. Discount Power’s Saver 12 was 0.1¢ per kWh cheaper than Cirro’s Smart Simple 12.
What happens if I use less than 1,000 kWh on a Bill Credit Bundle plan?
You lose that month’s whole credit. On Bill Credit Bundle 24 in Dallas, the $125 credit only applies at 1,000 kWh or more. So 500 kWh averages 23.7¢ per kWh instead of 10.8¢. Each month counts on its own.
Is Bill Credit Bundle 24 cheaper than Saver 12?
Only in some months. In Dallas, Bundle 24 costs less only in months between 1,000 and 1,338 kWh. Below or above that range, Saver 12 costs less. You can test your own months in our reality check.
How much does Discount Power charge to cancel?
Its fact labels list $150 for 12-month plans, $180 for Saver 18 and $295 for 24- and 25-month plans. Its 10- and 11-month plans charge $95. There’s no fee if you move and give a forwarding address.
Does Discount Power require autopay?
Yes. Its December 2025 terms of service say plans require paperless bills and an automatic payment plan. You can pay by bank draft, credit card or debit card. If a payment bounces or a card is rejected, the fee is $30.
Can I change my Discount Power plan without a fee?
Yes, once. If your plan runs 12 months or longer, you can switch to another Discount Power plan in your first 90 days. There’s no cancel fee for that switch. It doesn’t let you leave for another company for free.
What is Discount Power’s customer service number?
Call 1-877-455-4674, from 7 a.m. to 10 p.m. Central, every day, per its customer care page. For outages, call your utility, such as Oncor at 1-888-313-4747 or CenterPoint at 1-800-332-7143.
Has Discount Power been fined?
The company that holds its license has. In December 2016, the PUCT approved a $900,000 penalty owed jointly by four companies, including US Retailers LLC (Docket 46597). In October 2024, it approved a $255,462 penalty against US Retailers LLC (Docket 56637). US Retailers LLC holds the license Discount Power uses.
How many complaints does Discount Power get?
The PUCT rates its license 2 of 5 on complaints for March to August 2026, adjusted for size. It logged 172 complaints against the license from April to September 2026, and 108 were about billing. That license also covers Cirro Energy.
Does Discount Power buy back solar power?
Not on the plans we checked. Its terms describe a separate Sell Back plan type that credits extra solar power. But none of the plans we checked was one, and one label says extra solar isn’t bought. See which Texas plans pay for solar.

They change often, and your price depends on your address and plan. The Day Company is independent and isn’t owned by Discount Power, US Retailers LLC, NRG Energy or any electricity company. No company can pay for placement or a better score. Ads and any partner referral fees help fund the site, but neither has any say in our scores or picks.
