Every electricity company in Texas: the state’s full list (2026)

141 licensed. 90 may sell to homes. 46 names on Power to Choose.

The state keeps an A-to-Z list of the companies allowed to sell electricity. We checked all 141 against state orders, Power to Choose and the companies’ own filings. The table below shows 140 of them, plus one co-op the state’s list leaves out. The 141st, Think Energy, is a paid partner (see below). Search the table, see who owns which brand, and learn what happens if one shuts down.

Short answer

The Public Utility Commission of Texas (PUCT) lists 141 retail electricity companies as of Oct 16, 2026, using 159 brand names. Only 90 hold the license type that lets them sell to homes. Four of the 141 have already lost or given up their license but still appear. On Power to Choose, the state’s shopping site, 46 company names post plans.

A partner runs the plan finder. If you sign up, it may pay us a fee. That never changes this list, a rating or a score.

Who pays for this page. How this page makes money. A partner runs the plan finder below and pays us when you sign up through it, at no extra cost to you. No company can pay to be on this list or to sit higher on it. Think+ also pays us when people sign up for Think Energy, which is why Think is not in the table. The list comes from state records, and every complaint rating on it is the state’s. How we make money

Built on public data from the PUCT’s provider directory, license records and bulk file (read Oct 16, 2026), PUCT orders and filings, the Power to Choose export of Oct 16, 2026, ERCOT market notices, Texas law, the parent companies’ SEC filings and the companies’ own websites. Every source is listed at the bottom.

01 · The count

How many electricity companies does Texas really have?

It depends on what you count. The state’s list says 141. Fewer of them still hold a live license, fewer still sell to homes, and only about one in four posts plans on Power to Choose.

Each bar counts licenses, not brand names. “Can sell to homes” means a live Option 1 license. “Seen selling” means we found home plans on Power to Choose, on the PUCT’s list of top home sellers or on the company’s own site, so the true number may be higher. NEC Co-op Energy also posts plans but isn’t on the list. Bars start at zero.

Why is the state’s list so much longer than the shopping site? Many licenses never serve homes. Option 2 and 3 licenses, 51 in all, sell only to big customers, and they include names like Dow Pipeline, Olin and Morgan Stanley Capital Group. Some home sellers skip Power to Choose and sell on their own sites. And four companies on the list can’t sell at all anymore, because the PUCT ended their licenses without taking them off.

67 on CenterPoint’s linesCenterPoint’s 2025 annual report

At the end of 2025, Houston’s wires company counted 67 retail companies. Together they served about 2.5 million homes and 314,433 businesses on its system.

Over 100 on Oncor’s linesOncor’s 2025 annual report

North Texas’s wires company says “over 100” retail companies use its system. Vistra’s and NRG’s retail arms brought in 25% and 21% of its 2025 operating revenue.

From the “Date Certificated” on each company’s PUCT record. No license on today’s list dates from 2009 or 2010. Bars start at zero.

Almost half the list is new. Of the 141 licenses, 64 were granted in 2021 or later, starting the year of Winter Storm Uri. Only 14 go back to 2001. The three oldest belong to TXU Energy (Jan 2, 2001), Reliant (Jan 5) and Green Mountain (Jan 29). The newest licenses that allow home sales went to Distributed Power and Virtual Energy Supply in August 2026.

Brand names pile up, too. One license can use up to five names, and the PUCT counts 159 of them across the list. Eight licenses use all five, while 81 use none.

State rating is the PUCT’s September 2026 complaint scorecard; 5 means the fewest complaints for a company’s size. “Seen selling” means home plans on Power to Choose or the company’s own site, or a spot on the PUCT’s lists of top home sellers. One license on the state’s list isn’t in this tool. EE REP 2 LLC sells as Think Energy, under PUCT license 10315. Think+ pays us when people sign up for Think’s plans, so we keep it out of this list, our picks and our scores. You can still look it up in the PUCT’s directory.

One seller here isn’t on the PUCT’s list. NEC Co-op Energy posts home plans on Power to Choose in all six utility areas. The PUCT’s bulk file lists it as a co-op, tied to Nueces Electric Cooperative, but the A-to-Z directory leaves it out. We added it so the list matches what you can buy.

One owner, many names: which brands share a parent?

More than you’d guess. Seven parent companies own 24 of the licenses, and they sell under dozens of brand names. We list only links we found in SEC filings, PUCT records or a company’s own papers.

Seats: each family’s licenses on the PUCT’s lists of the 15 biggest home sellers for 2027 and 2028, approved Oct 9, 2026. NRG’s 5 licenses and Vistra’s 4 appear on all five lists. Listings: share of the 968 plan listings on Power to Choose, Oct 16, 2026, our count. Bars start at zero.

Here’s why that matters. In each of the five big utility areas, 9 of the 15 companies that sell the most power to homes belong to NRG or Vistra. Yet those two families post only about 17% of the plans on Power to Choose. If you shop only names you know, you may be picking between sister companies.

  • Cirro and Discount Power share one license, US Retailers LLC (#10177), an NRG company. Pennywise Power and Compassion Energy sit on it, too.
  • 4Change, Express and Veteran Energy all sell under Value Based Brands LLC (#10041), which Vistra owns.
  • Payless Power’s license, Young Energy LLC (#10110), also carries Cost Plus Power, Mio Electric, SmarTricity and Uno Energy.
  • Acacia Energy, Now Power, Snap Energy Latino and Vital Power share Brooklet Energy Distribution LLC (#10137).
  • Tara is on two licenses. Tara Energy and Smart Prepaid Electric use #10051. Tara Energy Resources and Tara Power use #10081, the license behind Amigo Energy. Both are in the IGS group.

Names can change hands. Veteran Energy was its own company until its license ended in 2021; now it’s a Vistra brand. Infuse Energy’s old license ended in 2023, and the name now sits on Revolution Energy LLC (#10299). “Energy Texas” is on two licenses: Rhythm’s live one and Declaration Energy’s revoked one. Always match the license number on your fact label.

Owners also share a safety net. In the PUCT’s backup-provider records, NRG’s companies asked the state to let Reliant serve as the backup on their behalf. Vistra’s companies named TXU Energy, and Amigo’s license named Just Energy Texas.

04 · Licenses

What does a Texas electricity license mean, and how do you check one?

It means the PUCT checked the company’s money, staff and Texas office before letting it sell power. It isn’t a grade for price or service. Under Texas law, a company needs one to sell you electricity in the open market.

The three kinds of Texas retail electric provider license and how many are on the PUCT list
LicenseWho it can sell toOn the list
Option 1Any customer in its area, including homes90
Option 2Only named customers that each sign up for 1 megawatt or more49
Option 3Customers other than homes and small businesses, using power from a small local generator2

Types from PUCT rule 16 TAC §25.107. Counts from the PUCT’s directory, Oct 16, 2026.

What it takes to get a license that allows home sales

  • Know-how: managers with at least 15 years of combined electric or gas industry work, plus one officer with 5 years of managing energy price risk.
  • A Texas office, open during business hours, for customer service.
  • Money in reserve: a $750,000 letter of credit, or $1.5 million once it serves 50,000 meters or more. A backer worth $100 million or more can stand in.
  • Owner equity of at least $1 million for its first 24 months of serving customers.
  • Your money protected: 100% of customer deposits, and prepayments of $50 or more.
  • Grid tests and reports: it must pass ERCOT’s market tests and file reports each March 5 and August 15.

Once an application is complete, the PUCT has 90 days to rule on it. The bar rose in April 2023. Before then, a $500,000 letter of credit was enough, and the new rule also keeps some people from controlling a company, such as those who ran one whose customers had to be moved to a backup provider.

Check any company’s license in 4 steps

  1. 1
    Find its number

Texas rules make a company print its PUCT license number on its website, its terms of service and its outdoor ads. Door-to-door sellers must wear a badge that shows it.

  2. 2
    Look it up

Type the number in the search box above, or open the company’s PUCT record. You’ll see its legal name, license type, start date and every brand name.

  3. 3
    Match the names

The legal name and number on your fact label should match the record. Amigo’s site, for example, reads “Fulcrum Retail Energy, LLC dba Amigo Energy | PUCT #10081.”

  4. 4
    Check for an end date

The state’s list can lag. For a company that isn’t on Power to Choose, search the PUCT’s filings for an order that revokes or ends its license.

The state’s list isn’t fully current. It says it covers every company “currently doing business in Texas.” Yet on Oct 16, 2026, it still showed four companies whose licenses had ended, one of them just 15 days earlier. Our list flags all four, plus one that has asked to give its license up.

A company can also lose its license. PUCT rules list reasons such as switching or billing people without their OK, falling short on money rules, or leaving bills from ERCOT or a delivery utility unpaid. A company that serves no customers for two years in a row must give its license up.

05 · If your company fails

What happens if your electricity company goes out of business?

Your lights stay on. ERCOT, which runs most of the Texas grid, moves you to a backup company called a provider of last resort. The backup price can be steep, though, so plan to pick a new plan fast.

You pay delivery charges, plus 9¢ per kWh, plus 120% of last month’s average wholesale price in your area. At 1,000 kWh, the 9¢ part alone is $90 a month. By about day 61, the backup must move you to its regular month-to-month plan.

What you’ll get, and whenSame rule

ERCOT should reach you within two days by postcard, phone call and email. Your old company must send your deposit back with interest, or say it will within 7 days. You can ask for a special meter read to switch sooner.

From ERCOT market notices and later PUCT orders. We found no mass move of customers after July 2022.

Since then, companies on the way out have mostly sold their customers instead. OnPoint Energy sold its customers to Good Charlie in early 2024. Declaration Energy moved its customers to three NRG companies that spring: US Retailers, Green Mountain and Reliant. Texpo Power’s went to US Retailers and Direct Energy Business in August 2023. Before a company stops serving you, the rules say it must warn you at least 45 days ahead.

Power to Choose’s advice is out of date. Its FAQ still says that “in most cases” your company will give “30 days’ advance notice.” The PUCT’s current rule requires at least 45. If a notice arrives, use those weeks to compare plans.

Who would catch you in 2027 and 2028

On Oct 9, 2026, the PUCT approved the backup companies for the next two years. TXU Energy volunteered to take homes in all five big utility areas. Customers past what a volunteer agreed to take go to each area’s 15 biggest home sellers, in proportion to their sales.

06 · Exits

Which companies have lost or given up a Texas license since 2021?

Dozens. From January 2021 to Oct 16, 2026, PUCT orders ended at least 68 retail electricity licenses. Companies gave up 55 of them, and the state revoked 13.

The exits mix home sellers with banks and energy traders. Merrill Lynch Commodities, Citigroup Energy and J.P. Morgan Ventures Energy all gave up licenses in 2025. Some old names are gone, too. First Choice Power gave up its license in January 2024, and Pulse Power did in June 2026.

From PUCT orders in Dockets 59305, 58756, 58843 and 59416, and the filing list for Docket 60252.

Unpaid bills were at the heart of three of these cases. A retail company owes the delivery utility for every bill, even when its customers don’t pay. Declaration left $3.87 million unpaid to four utilities. OnPoint left $1.32 million, and its utilities got back about 38 cents on the dollar. In an order approving Texpo’s request to give up its license, the PUCT found that Texpo had not paid four utilities $1.03 million ($686,000 after deposits) and had not filed the $750,000 letter of credit due Mar 5, 2024.

Where in Texas can’t you pick an electricity company?

Anywhere a city utility, a co-op or a regulated utility runs the whole show. There, one local utility delivers and bills your power, and none of the companies above can sell to you.

Sizes are each utility’s own figures, as we report them in our utility guides; Entergy’s is from its website, and the 2009 law from its 2025 annual report.

How many such utilities are there? The PUCT’s contact files list 73 city utilities and 76 co-ops, though those files also include power suppliers that serve other utilities instead of homes. In the greater Houston area alone, the PUCT counts 32 co-ops and 30 city-owned utilities.

Lubbock is the big exception. Since March 4, 2024, homes on Lubbock Power & Light lines can pick a company, and 30 names posted plans there on Oct 16, 2026. Homes on South Plains Electric Co-op lines still buy from the co-op.

Not sure which kind you have? The first 7 digits of the ESI ID on your bill name your utility. Our guide to who your electric utility is decodes it, and we cover Austin Energy, CPS Energy, El Paso Electric, Entergy Texas and Lubbock one by one.

Two dated facts worth knowing. On Oct 16, 2026, 80% to 86% of the plans in each utility area on Power to Choose were for new customers only, so your current company may not offer you its best price. And delivery charges just rose: CenterPoint’s on Oct 1, 2026, and Oncor’s on Oct 4.

09 · Questions

Texas electricity company list questions, answered

Short answers from state records, dated where it matters.

How many electricity companies are in Texas?

On Oct 16, 2026, the PUCT’s directory listed 141 retail electricity companies using 159 brand names. Only 90 hold the license that allows home sales, and 4 of the 141 had already lost or given up their licenses. On Power to Choose, 46 company names posted plans for homes.

What are the major electricity providers in Texas?

By sales to homes, TXU Energy leads in Oncor’s area, and Reliant leads in CenterPoint, TNMP and both AEP Texas areas, per PUCT lists approved Oct 9, 2026. In each of those five areas, 9 of the 15 biggest home sellers belong to two owners: NRG and Vistra.

What is a retail electric provider in Texas?

It’s the company that sells you electricity, sets your price and sends your bill. A separate utility, such as Oncor or CenterPoint, owns the wires and fixes outages. Every retail electric provider needs a PUCT license, and only an Option 1 license allows sales to homes.

What are the light companies in Texas?

“Light company” is everyday Texas talk for your electricity company. In most of the state, it’s one of the retail companies on the PUCT’s list, and you pick it. In Austin, San Antonio, El Paso and most co-op areas, the local utility is your light company, and you can’t switch.

How can I tell if an electricity company is licensed in Texas?

Find its PUCT license number. Texas rules require it on the company’s website, terms of service and outdoor ads, and on door-to-door sellers’ badges. Then look the number up in the PUCT’s directory or the search box on this page. No number, or one that doesn’t match, is a red flag.

Why isn’t every electricity company on Power to Choose?

Companies don’t have to post plans there. On Oct 16, 2026, only 37 of the 90 licenses that allow home sales did. Ambit and Stream, both among the 15 biggest home sellers in every big utility area, posted none. Some prepaid sellers, such as Pogo Energy and Now Power, sell on their own sites.

What happens if my electricity company goes out of business?

Your power stays on. ERCOT moves you to a backup provider of last resort, which bills homes delivery charges plus 9¢ per kWh plus 120% of last month’s average wholesale price. You can switch to any plan at any time, and by about day 61 the backup must move you to its regular month-to-month plan.

Who is the backup electricity provider in Texas for 2027 and 2028?

TXU Energy volunteered to take homes in all five big utility areas, in a list the PUCT approved on Oct 9, 2026. If a failure brings more customers than the volunteer agreed to take, the rest are split among each area’s 15 biggest home sellers, in proportion to their sales.

How many electricity companies have left the Texas market since 2021?

At least 68 licenses ended by PUCT order from January 2021 to Oct 16, 2026: companies gave up 55, and the state revoked 13. In 2021 and 2022, ERCOT also moved the customers of six failing companies to backup providers, including 9,926 Griddy customers. We found no such move after July 2022.

What does it take to get a retail electricity license in Texas?

For a license that allows home sales, the PUCT wants managers with 15 years of combined industry experience, a Texas office, a $750,000 or $1.5 million letter of credit or a backer worth $100 million, $1 million in equity for the first 24 months, and full protection for customer deposits.

Can a Texas electricity company sell under more than one name?

Yes, up to five. A PUCT rule caps each license at five assumed names. On Oct 16, 2026, eight licenses used all five, and 81 used none. Payless Power’s license, for example, also sells as Cost Plus Power, Mio Electric, SmarTricity and Uno Energy.

Are Austin Energy and CPS Energy on the list of Texas electricity companies?

No. They’re city-owned utilities that deliver and bill their own power, so they aren’t on the PUCT’s list of retail companies, and the homes they serve can’t switch. Most electric co-ops work the same way. The PUCT’s contact files list 73 city utilities and 76 co-ops, including some that only sell power to other utilities.
