Who provides electricity in Killeen?
Two companies are part of every Killeen power bill. Oncor owns the poles, wires and meters, and it fixes outages. The retail company you pick buys the power, sets your price and sends the bill.
We checked 15 Killeen-area ZIP codes on the state’s site. Twelve showed Oncor’s plans. Three Killeen ZIPs, 76545 to 76547, showed none.
Oncor’s Killeen property carries $109.7 million in taxable value. That’s about twice the next-biggest taxpayer on the city’s list.
Oncor’s tariff names Killeen, Harker Heights, Copperas Cove, Nolanville, Belton, Temple and Salado among the cities it serves. Picking a new company never changes who climbs the pole after a storm. Not sure who serves your home? Our guide to finding your electric utility shows where to look on a bill.

State rating: the PUCT’s September 2026 scorecard, which counts complaints per 1,000 customers from March 1 to August 31, 2026, as Power to Choose shows it. Our score is our 100-point review of public records, shown for the companies we’ve reviewed. A simple plan holds one fixed rate for 12 months, with no bill credits, usage fees or time-of-day prices. Prices are fact-label averages at 500, 1,000 and 2,000 kWh, with Oncor delivery in and taxes out. Prices at other usage levels are our estimates.

Think Energy also sells on Oncor’s lines. Think+ pays us when people sign up for Think plans, so Think is left out of this table, our picks and our scores. On Oct 16, 2026, Power to Choose showed 3 Think plans for Oncor’s area, with a state complaint rating of 2 of 5.

Some licensed sellers had no plans posted for Oncor’s area on Oct 16, 2026. Vistra’s 4Change Energy and Ambit were two of them. So were NRG’s XOOM Energy and Stream, Genie’s Town Square Energy, Tesla Electric, Shell Energy Solutions and Energywell. They can still sell to you on their own websites. What do Killeen electricity rates cost right now?
On Oct 16, 2026, simple 12-month plans in Killeen ran from 12.0¢ to 16.1¢ per kWh at 1,000 kWh. That puts the cheapest at about $120 a month and the middle plan at about $132. Both prices already include Oncor’s delivery charge.
- Oncor delivery: $4.06 a month plus 6.8673¢ per kWh. It’s the same with every company.$72.73
- Energy from the company you pick. This is the part you can shop.$47.27
True Power’s True Value 12 at 12.0¢, from its fact label on Power to Choose, Oct 16, 2026. Before taxes.
From our Oncor delivery charges guide. October uses the temporary rates on bills from Oct 4, 2026. Bars start at zero.
Two real dates to watch. Oncor calls the Oct 4 rates temporary until the state’s final ruling in Docket 59249, so they could still change. And one surcharge, 0.3633¢ per kWh, is set to end after December 2026. That’s $3.63 on a 1,000 kWh bill, and Oncor’s tariff doesn’t say what comes next.
The middle plan costs about $144 more a year. At 1,000 kWh a month, the median simple plan (13.2¢) runs $12 more each month than the cheapest (12.0¢). Price both at your own usage before you sign.

What’s the average electric bill in Killeen?
No public source tracks a Killeen-only average. The closest number is for all of Texas: $163.72 a month for 1,096 kWh in 2024, per the U.S. Energy Information Administration. At Oct 16, 2026 prices, that much power would cost about $132 on Killeen’s cheapest simple plan, or about $145 on the middle one. Those are our estimates, before taxes. See how yours compares in our average Texas electric bill guide.
Taxes come on top. Killeen is on the Texas Comptroller’s list of cities that tax home electricity, and the city’s sales tax rate is 1.5%. So expect a city tax line of up to 1.5%. The state’s 6.25% sales tax doesn’t apply to home power, and counties can’t tax it. Harker Heights, Copperas Cove and Nolanville are on the list too, each at 1.5%.
Already on a plan? On Oct 16, 2026, 140 of the 174 plans for Oncor’s area were for new customers only, so your company may not offer you its best price. Here’s what to do when your contract ends.
Moving to or from Fort Hood? Power rules that save you money
Killeen is a town of movers. A state rule lets you leave a power plan with no cancel fee when you move out. And a few steps get your lights on before the moving truck shows up.
It’s Fort Hood again, not Fort Cavazos. The post went by Fort Cavazos for about two years. The Army brought back the name Fort Hood on July 28, 2025, and Census and Power to Choose list ZIP 76544 as Fort Hood.
ZIP 76544 figures are Census estimates for 2020 to 2024 with wide margins, about 4 points either way. For Killeen as a whole, 22.9% moved in a year, against 14.0% for Texas.
A power plan covers one address. If you move out and give your company a forwarding address, it can’t charge you an early termination fee for that move. It may ask for proof that you left, so keep your new lease or other move papers. BKV Energy, for one, takes a lease, a mortgage statement or USPS forwarding proof.
Texas utility law (PURA) has no separate exit right just for service members, so this moving rule is the one to use. Want the full picture on fees? See contract endings and exit fees.
Can you skip the deposit?
- The state rule is narrow. It names only people 65 or older and certified victims of family violence. Companies may add their own ways.
- One military waiver. Chariot Energy says active-duty customers may qualify with deployment orders or a letter from their command. That’s its own policy, not a state right. The PUCT’s Sept. 2026 scorecard puts Chariot in its highest complaint group, 1 of 5 (complaints filed, not findings). We score it 64.
- More ways out. Our no-deposit electricity guide lists six free ways to avoid one.
Your Killeen move-in checklist
- 1In-process first
Soldiers must in-process with Fort Hood’s Housing Services Office before they rent, lease or buy a home in the area, Military OneSource says.
- 2Find the ESI ID
Type your new address into Oncor’s ESI ID lookup. Your new company needs this number to start service.
- 3Pick a plan and a start date
Shop before move-in day. Oncor bills your company $0.55 to turn on an existing meter, or $25.30 on a holiday. Your plan terms say if you pay it.
- 4Start water on its own
The City of Killeen runs water and sewer, not power. Its standard deposit is $90. Call 254-501-7800, Monday to Thursday, 7 a.m. to 6 p.m.
- 5Leaving? Send your new address
Give your company your move-out date and forwarding address, and keep proof. Then the state rule blocks the cancel fee.
Moving in fast? See same-day electricity cut-off times and our 4-step setup guide. Moving within Killeen? The city lets water stay on at both homes for up to 7 days. Living on post? Ask the housing office if power comes with your rent before you buy a plan. We couldn’t confirm how on-post homes are billed.
Harker Heights, Copperas Cove and Nolanville: same choices?
Yes. On Oct 16, 2026, every Killeen-area ZIP with plans showed the same Oncor list. That takes in Harker Heights, Copperas Cove, Nolanville, Fort Hood, Belton, Salado and Kempner. What changes from town to town is the homes.
- Nolanville is growing fastest. Census estimates it grew 34.8% from 2020 to July 2025, to 7,983 people. Half its homes were built in 2007 or later.
- Copperas Cove has more gas heat. About 22% of its homes heat with utility gas, against under 8% in Killeen. Gas-heated homes lean less on power in winter.
- Most of ZIP 76522 sits outside Copperas Cove. Only 15% of its land is inside city limits, and it spans Coryell and Lampasas counties. Rural addresses there should use the ZIP check below.
- Harker Heights spills into 76513. About 16% of the city’s land lies in a ZIP labeled Belton.

Which homes near Killeen can’t pick a company?
Homes on a co-op or a city-owned utility can’t shop for power. Around Killeen, that mostly means rural land at the edges and a few nearby towns. A ZIP check is a good start, but the name on your bill decides.
Covers 15 ZIP codes in and around Killeen, Harker Heights, Copperas Cove, Nolanville, Fort Hood, Belton, Salado and Kempner. One ZIP can mix utilities, so the bill decides. We don’t save your ZIP.
- The ESI ID settles it. On a bill or lease papers, an ESI ID that starts with 1044372 means Oncor. One that starts with 1040051 means TNMP.
- Gatesville mixes two lines. Its ZIP lists plans for both Oncor and TNMP, so prices depend on the address. See our TNMP guide.
- Three Killeen ZIPs list nothing. 76545, 76546 and 76547 show no plans, and Census files list no ZIP area for them. That fits P.O. box ZIPs, so use the ZIP where you live.
Why do Killeen bills jump in summer and winter?
Killeen has two seasons that spin the meter. Summer brings about 105 days a year at 90°F or hotter. And nearly 9 in 10 Killeen homes heat with electricity, so cold months count too.
Degree-days measure how far each day’s average temperature sits from 65°F, for heat or for cold. NOAA 1991–2020 normals, Killeen station USC00414792. Bars start at zero.
Next to Dallas–Fort Worth, Killeen needs about 5% less cooling over a year: 2,682.5 cooling degree-days against 2,824. Its winter need is real, though. January alone logs about 536 heating degree-days, more than June’s 478 for cooling. Want to see your own month-by-month use? Our Smart Meter Texas guide shows how to pull it.
APG&E’s SimpleSaver 12 (19.8¢ at 500 kWh, 6.9¢ at 1,000) and True Power’s True Value 12 (12.4¢ and 12.0¢), fact-label prices on Power to Choose, Oct 16, 2026, before taxes. Red bars are the credit plan, green the simple plan. The credit plan’s low price depends on a bill credit. Bars start at zero.
A mild month can cost you $37. Spring and fall often bring lighter use. In a 500 kWh month, the credit plan above costs $99, while the simple plan costs $62. At 2,000 kWh, the credit plan was 12.9¢ and the simple plan 11.8¢. So price any plan at your light months and your peak months.

Which Killeen electric company is best for you?
It depends on your usage and what you care about. Each pick uses the state’s complaint ratings, fact-label prices from Oct 16, 2026 and our scores. No company paid to be in our table, picks or scores.
Rated 5 of 5. Its Choose 12 plan was 13.2¢ per kWh at 1,000 kWh, the lowest simple price from any 5-of-5 company on Oncor’s lines.
Rated 4 of 5, and the plan is 100% renewable. Gexa Eco Choice 12 was 12.4¢ at 1,000 kWh. Our score: 74.
Digital Choice 12 held at 12.4¢ at both 500 and 1,000 kWh, so a light month doesn’t raise the rate. Rated 3 of 5. Our score: 73.
Rated 5 of 5, and it scored 96 out of 100 with us, our top mark. Champ Saver-12 was 14.3¢ at 1,000 kWh.
Lowest price or fewest complaints? The cheapest simple plan, True Power’s True Value 12 at 12.0¢, comes from a company the PUCT’s Sept. 2026 scorecard puts in its highest complaint group (1 of 5), and it has a $300 cancel fee. Spark’s 5-of-5 plan runs about $12 more a month at 1,000 kWh. You decide which matters more to you.
Picking by name? Vistra, TXU’s parent, owns Veteran Energy. On Oct 16, 2026, its Basic 12 plan cost the same 12.2¢ as Express Energy’s Speedy 12, which is sold under the same state license. We score Veteran 63. Our Veteran Energy review covers who owns it and its exit fee.
TXU’s one listing leans on a credit. TXU Energy is rated 5 of 5, and we score it 80. But its only plan for Oncor’s area on Oct 16, 2026, Smart 1000 Select 12, shows 10.9¢ at 1,000 kWh and 23.0¢ at 500. Our TXU review covers its plain plan.

Two things to check first. Most plans here, 140 of 174 on Oct 16, 2026, were for new customers only. And Oncor’s delivery charge rose on bills from Oct 4, 2026, so a fact label dated before then can show a price about 0.8¢ per kWh too low.

Lines are open 24 hours a day. You can also text OUT to 66267, and Oncor’s outage map shows repair times.

Storms Oncor has called out in Killeen
- February 2021, ice storm. Oncor said ice coated its southern region, which takes in Killeen, Round Rock and Temple. On the morning of Feb 19, about 72,000 customers in that region and its eastern region were still out.
- October 2021, wind storm. Oncor named Killeen among the towns hit. At one point, more than 115,000 customers across its system were without power.
- February 2023, ice storm. Oncor said the Round Rock, Taylor, Temple and Killeen areas got some of the heaviest ice.
Oncor says it sees about 31 major storms a year somewhere in its area. Our guide to what to do when the power goes out has the steps.

Five checks before you sign a Killeen plan
Each check uses a document the company has to give you, or a public record.
- 1Price it at 500 and 2,000 kWh
Killeen bills swing with heat and cold. A plan that looks cheap at 1,000 kWh can cost far more in a light month.
- 2Look for a bill credit
A big price drop right at 1,000 kWh means a credit props it up. Use less in a mild month, and the credit can vanish.
- 3Check the label’s date
Oncor raised delivery on Oct 4, 2026. Ask for a fact label dated that day or later.
- 4Know the exit fee type
Some plans charge one flat fee, like $150 or $300. Others charge $20 for each month left. A move doesn’t count if you give a forwarding address.
- 5Know your 3 days
Switching from another company? You get 3 federal business days to cancel for free. Starting power at a new home doesn’t come with that window.
Read any plan’s fine print with our fact label guide. Not sure about fixed or variable? See fixed vs. variable rates.
Killeen electricity questions, answered
Short answers from state records, Census and NOAA data, and the companies’ own documents.
Who is the electricity provider in Killeen, TX?
Oncor Electric Delivery owns the lines and meters in Killeen and fixes outages, but you buy power from a retail company you choose. On Oct 16, 2026, 44 companies listed plans for Killeen-area homes on Power to Choose. A few rural edges get power from co-ops instead.
How many electric companies serve Killeen?
44 companies listed 174 plans for Oncor’s area, which includes Killeen, on Power to Choose on Oct 16, 2026. Nine of them hold the state’s best complaint rating, 5 of 5. Some other licensed sellers post no plans there and sell only on their own websites.
What is the cheapest electricity rate in Killeen right now?
On Oct 16, 2026, the cheapest simple 12-month plan was True Power’s True Value 12, at 12.0¢ per kWh at 1,000 kWh. That’s about $120 a month with delivery. It has a $300 cancel fee, and the PUCT’s Sept. 2026 scorecard puts the company in its highest complaint group, 1 of 5. Bill-credit plans show lower prices that hold only at set usage.
What is the average electric bill in Killeen?
No public source gives a Killeen-only average. Texas homes paid $163.72 a month for 1,096 kWh in 2024, the EIA says. At Oct 16, 2026 prices, that much power would cost about $132 on Killeen’s cheapest simple plan, before taxes. Summer and winter months can run higher.
Why did my Killeen electric bill go up in October 2026?
Oncor raised its delivery charge on bills from Oct 4, 2026. At 1,000 kWh, it went from $64.36 to $72.73 a month, about 13% more, and every company passes it on. Oncor calls the new rates temporary until the state makes a final ruling in Docket 59249.
What is the best electric company in Killeen?
No one company is best for everyone. On Oct 16, 2026, Spark Energy had the cheapest simple plan from a 5-of-5 company, at 13.2¢. Gexa’s Eco Choice 12 was 12.4¢ from a 4-of-5 company. Champion Energy has our top score, 96 of 100. Price each one at your usage.
Do I pay a cancel fee if I PCS out of Killeen?
Not for the move itself. A PUCT rule says a company can’t charge an early termination fee when you move out and give a forwarding address. It may ask for proof, like your new lease. Texas utility law has no separate exit right just for service members.
Can soldiers skip the electricity deposit in Killeen?
The state rule only names people 65 or older and certified family-violence victims. Companies may add their own ways. Chariot Energy, for one, says active-duty customers may qualify with deployment orders or a letter from their command. That’s a company policy, so ask before you sign.
Can I pick my own electric company at a Fort Hood address?
Power to Choose showed the same Oncor plans for ZIP 76544 as for Killeen on Oct 16, 2026. But nearly every home in that ZIP is on post, and we couldn’t confirm how on-post homes are billed. Ask Fort Hood’s Housing Services Office before you buy a plan.
Do Harker Heights and Copperas Cove have the same electric companies as Killeen?
Yes. On Oct 16, 2026, Harker Heights (76548), Copperas Cove (76522) and Nolanville (76559) each showed the same Oncor plans as Killeen. Rural addresses outside city limits should still check the bill, since co-ops serve parts of Bell and Coryell counties.
Who do I call for a power outage in Killeen?
Call Oncor at 888-313-4747, day or night, or text OUT to 66267. Oncor’s outage map shows repair times. Your electric company can’t fix outages. Homes on Heart of Texas Electric Co-op should report to the co-op instead, by texting OUT to 1-855-644-1795.
Does Killeen charge sales tax on electricity?
Yes. Killeen is on the Texas Comptroller’s list of cities that tax home electricity, and the city’s sales tax rate is 1.5%. The state’s 6.25% sales tax doesn’t apply to home power, and counties can’t tax it. Harker Heights, Copperas Cove and Nolanville are on the list too.
