Who provides electricity in Pflugerville?
It depends on your street. Most Pflugerville homes get power from a company they choose, and Oncor’s wires carry it in. About one home in six sits in Austin Energy’s area instead, where the city utility sells the power and runs the wires.
The city says Oncor “is responsible for the majority of the maintenance” of its street lights. It tells people to report an outage to “Oncor Electric or the City of Austin.” The city’s billing pages cover city services and name no electric company.
We tested 23,985 Pflugerville homes against Austin Energy’s service-area map, and 3,786 fall inside it. That is 15.8%. Bluebonnet Electric’s public map shows nearly the same split, with 84.3% marked Oncor and 15.7% marked “AE/Oncor.”
Where to go next depends on your question. Is your street on Oncor or Austin Energy? Start with your ZIP. How do the two bills compare? Read the two bills. Who sells on Oncor’s side? Open the full list.
Is your Pflugerville home on Oncor or Austin Energy?
A Pflugerville mailing address doesn’t settle it. ZIP 78660 spills well past the city limits, and Austin Energy’s boundary follows its own lines, not the city’s.
Covers 34 ZIP codes in Pflugerville and the towns around it, from Austin and Manor to Round Rock, Hutto, Georgetown and Cedar Park. A single ZIP can hold more than one utility, so the name on your bill has the last word. We don’t save your ZIP.
Our count of 2020 Census homes whose center point falls inside Austin Energy’s service-area map. Of the ZIP’s 40,688 homes, 21,923 are inside Pflugerville, 14,851 are outside any city and 3,914 are inside Austin. The map covers 3,786, 6,570 and 3,914 of them. A map shows territory, not customers.
So a 78660 address might be a Pflugerville home on Oncor, a Pflugerville home on Austin Energy, a home outside any city, or a home inside Austin. Each can pay for power in a different way. Here is what changes from one side of the line to the other.
ZIPs near Pflugerville where the plan list can mislead you
Power to Choose sorts plans by ZIP code, not by street. As we read its rules, one Oncor address in a ZIP is enough to show the full Oncor list to everyone in it. A list on your screen can’t prove your house is eligible. We ran the state’s lookup for every ZIP in our tool early on Oct 16, 2026.
Read the top of your bill. A seller such as TXU or Gexa, with Oncor named as the delivery company, means you can shop. A bill from Austin Energy or City of Austin Utilities means you can’t.
Four ways to confirm your utility
- Read your bill
Look at the name at the top. A bill straight from the city utility means no choice.
- Check your ESI ID
Its first 7 digits name the wires company, and 1044372 is Oncor. Oncor will also find an ESI ID from your address with its online lookup.
- Use Austin’s map
Open the city’s Property Profile tool, expand Boundaries & Grids, and tick Austin Energy Utility Service Area. Shading at your address means Austin Energy.
- Call the city utility
If the tools disagree, call Austin Energy at 512‑494‑9400 with your address and ask whether it serves you.
Our utility finder explains the rest, and Austin Energy’s rates and outage steps cover the other side of the line.
How do Oncor and Austin Energy bills compare in Pflugerville?
Picture two neighbors who each use 1,000 kWh in a month. One shops for a plan on Oncor’s lines. The other is on Austin Energy, outside Austin’s city limits. Here is what each one pays before taxes.
Austin Energy: its tariff for bills rendered on or after Oct 1, 2026. Oncor side: the 33 simple 12-month plans on Power to Choose on Oct 16, 2026, at the price on each fact label, delivery included. Our estimates, with taxes left out.
Look at the middle. Outside Austin, Austin Energy’s bill lands within $2 of the middle Oncor plan at 1,000 kWh. The real difference is the spread. On Oncor’s side, the priciest simple plan costs $41 more a month than the cheapest. On Austin Energy’s side there is one price, so there is nothing to win or lose by shopping.
The swing runs both ways. At 1,000 kWh, the cheapest Oncor simple plan would cost $13.08 less than Austin Energy’s outside-city bill, about $157 over a year. The highest would cost $27.92 more, about $335. These are estimates, not quotes.
Why Austin Energy’s bill climbs as you use more
Austin Energy charges a higher price per kWh at higher use. Several flat per-kWh charges, plus a monthly customer charge, sit on top. Here is the October 2026 tariff.
Heavy summer months hit hardest on the Austin Energy side. A home using 2,000 kWh outside the city pays about 13.1¢ per kWh all in. The same home inside the city pays about 14.4¢. For a deeper look at the inside-city bill, read our Austin Energy guide.

State rating: the PUCT’s complaint scorecard for March 1 to August 31, 2026 (September 2026 edition), as Power to Choose displays it. It counts complaints per 1,000 customers. Our score: our 100-point review of public records, shown only for sellers we have reviewed. A plan counts as simple here when it has one fixed rate for 12 months and no bill credits, usage fees or time-of-day prices. Prices come from each plan’s fact label at 500, 1,000 or 2,000 kWh, with Oncor’s delivery included and taxes left out. Other usage levels are our estimates.
Partner toolWe may earn a fee if you sign up. It never changes our ratings.
One paid partner sits outside the ranking. Think Energy lists 3 plans for these ZIPs on Power to Choose (Oct 16, 2026), and the state rates it 2 of 5. Think+ pays us when someone signs up for Think, so we keep Think out of our table, our picks and our scores.
Why isn’t the company I want in the table?
Some licensed sellers posted no plans at all for Oncor’s area on Oct 16, 2026. They include 4Change Energy and Ambit, both owned by Vistra, and XOOM Energy and Stream, both NRG brands. Town Square Energy, Tesla Electric, Shell Energy Solutions and Energywell also had none. Such a seller may still sign people up on its own site. If you are weighing 4Change or Ambit, read our 4Change Energy review or Ambit Energy review first.
How does the state rate Pflugerville’s electric companies?
The PUCT counts complaints, divides them by each seller’s customers over six months, and sorts the sellers into five groups of similar size. A 5 means the fewest complaints per customer.
Source: the PUCT’s September 2026 scorecard, as Power to Choose listed it on Oct 16, 2026. Think Energy is one of the eight sellers rated 2 of 5. Every bar starts at zero.
TXU and Reliant sit one notch apart on the state’s scorecard. TXU holds a 5 of 5 on this scorecard, and Reliant holds a 4 of 5. We price them side by side in section 8.
- Same owner, different grades. TXU Energy, Express Energy and Veteran Energy share one parent, Vistra. TXU holds a 5 of 5, while Express and Veteran share one license and a 3.
- Shared license, shared grade. Rhythm and Energy Texas run under one license, so both show a 3 of 5.
- Fault isn’t judged. The scorecard counts a complaint against a seller even when the state doesn’t find the seller at fault.
- Grades move. This edition covers March 1 to August 31, 2026, and a newer one will replace it.
- Unrated for now: Abundance Energy, SmartEnergy and Texans Choice Power have no grade yet.

Which big energy companies sell power in Pflugerville?
Many brands on the list share an owner. The 44 sellers on Oncor’s lines hold 37 state licenses, and the companies’ own filings trace those to 27 owners or fewer.

One parent, a $21 spread. NRG’s brands show it too. On Oct 16, 2026, Discount Power listed a simple plan at 14.0¢ per kWh at 1,000 kWh, and Direct Energy listed 16.1¢. That is $140 versus $161 a month before taxes.
Oncor’s 2025 annual report adds a twist. It says retail sellers owned by Vistra and by NRG supplied 25% and 21% of its operating revenue. So Vistra and NRG, the parents behind TXU and Reliant, are two of Oncor’s biggest customers, and they compete for your bill.
What are electricity rates in Pflugerville?
On Oncor’s side, a bill has two layers. Oncor’s delivery charge is the same for every seller, and the energy price on top is the part you shop. On Austin Energy’s side, one published tariff covers both.
Oncor’s tariff sets $4.06 a month ($1.48 customer plus $2.58 meter) and 6.8673¢ per kWh. Amounts are rounded to the cent and leave out taxes. Plan prices in this guide already contain the charge.
A cent is real money. Each extra 1¢ per kWh adds about $10 a month at 1,000 kWh and about $20 at 2,000 kWh. Check the exit fee too. The cheapest simple plan on Oct 16, 2026, from True Power, charged $300 to leave early.
Austin Energy’s new tariff covers bills rendered on or after Oct 1, 2026. Oncor began charging its requested rates on a temporary basis on Oct 4, 2026, while the PUCT reviews them in Docket 59249. Any fact label dated before Oct 4 may understate the price by about 0.8¢ per kWh.
How hot does Pflugerville get?
Pflugerville’s nearest station that records temperature is Camp Mabry in Austin, 12.7 miles away. A closer one, Round Rock 3 NE at 5.8 miles, records rain only. So we show NOAA’s 1991–2020 normals for four stations between 12.7 and 19.4 miles out.
NOAA U.S. Climate Normals, 1991–2020. Cooling degree days add up how far each day’s average temperature runs above 65°F, so a bigger number means more air conditioning. Straight-line distances from the home-weighted center of Pflugerville: Camp Mabry 12.7 miles, Taylor 14.9, Georgetown Lake 16.2 and Austin-Bergstrom 19.4.
Camp Mabry needs about 20% more cooling than Georgetown Lake. No single station speaks for Pflugerville, so read the numbers as a range. Test plans at your own summer use too, not just at 1,000 kWh. Austin Energy’s higher tiers also come into play in these months. The usual causes of a bill shock are in our high bill guide.
Is Reliant or TXU cheaper in Pflugerville?
It depends on how much power you use. On Oct 16, 2026, Power to Choose listed one TXU plan and four Reliant plans for Oncor’s area, and their prices cross as your use grows.
Reliant’s line is its Power On 9 plan, its cheapest at every level. TXU’s line is Smart 1000 Select 12. Prices come from each plan’s Power to Choose fact label on Oct 16, 2026, with Oncor’s delivery included and taxes left out. Green marks the lower bill at each level.
Each brand wins somewhere. Reliant’s cheapest plan costs $38.50 less at 500 kWh. TXU’s plan costs $35 less at 1,000 kWh, because of a $100 credit. At 2,000 kWh Reliant is ahead again, by $32. By a straight-line estimate, the two cross near 1,500 kWh. The average Texas home used 1,110 kWh a month in 2025, per the EIA, so a summer month can swing either way.
- TXU’s price hangs on a credit. Its plan takes $100 off each billing cycle with 1,000 kWh or more, and the fact label adds $25 more from July through September. Fall short of 1,000 kWh and the credit is gone.
- Reliant’s four plans are all marked for new customers only. Power to Choose doesn’t mark TXU’s plan that way. The state doesn’t define the flag, so ask a seller whether your move or switch qualifies.
- Green share differs. Reliant lists 22% renewable energy on all four plans, and TXU lists 3%.
- Grades and owners differ. The state rates TXU 5 of 5 and Reliant 4 of 5. Our scores are 80 for TXU and 62 for Reliant. Vistra owns TXU, and NRG owns Reliant.
Older plans have left the list. Our TXU vs Reliant guide priced TXU’s Simple Rate 12 from labels dated Oct 2 and Reliant’s Secure Advantage 12 from September. Neither plan was on Power to Choose’s list for Oncor’s area on Oct 16, so use this section for current prices. That guide still covers contract terms, fines and solar.
What is the best electric company in Pflugerville?
The answer depends on your use, how much you worry about complaints and whether you already have a seller. Each pick draws on the state’s ratings, the fact labels and our scores. No seller paid to be one of these picks.
The state rates it 5 of 5. Its Choose 12 plan listed 13.2¢ per kWh at 1,000 kWh, the lowest simple price among the 5-of-5 sellers. Power to Choose marks the plan for new customers only.
Gexa Eco Choice 12 listed 12.4¢ at 1,000 kWh and is 100% renewable. Power to Choose flags it for new customers only. The state rates Gexa 4 of 5, and our score is 74.
Rated 5 of 5 and first on our list at 96 out of 100. Champ Saver-12 listed 14.3¢ at 1,000 kWh, and Power to Choose doesn’t mark it for new customers only.
Rated 4 of 5. Ranchero Smart & Fixed-12 listed 12.9¢ at 1,000 kWh and carries no new-customer flag. Leaving early costs $179.
TXU lists one plan here. It holds a 5 of 5 and our score of 80. Its price at 1,000 kWh depends on a $100 credit that needs 1,000 kWh. Section 8 shows what that does to the bill.
The two lowest simple prices come from sellers the PUCT’s Sept. 2026 scorecard puts in its highest complaint group (1 of 5). On Oct 16, 2026, True Power’s True Value 12 listed 12.0¢ at 1,000 kWh, with a $300 exit fee. AP Gas & Electric’s TrueClassic 12 listed 12.1¢. The state rates both sellers 1 of 5. Spark’s 5-of-5 plan ran about $12 a month higher.
Scores are out of 100 and come from our company reviews, which use one formula for every seller. The bands: 90 and up is Excellent, 80 to 89 Very good, 70 to 79 Good, 60 to 69 Fair, and under 60 Poor.
Before you sign up
Two dated facts change the math. On Oct 16, 2026, Power to Choose marked 140 of the 174 plans for Oncor’s area as for new customers only, so staying with your current seller may cost more. Oncor’s delivery charge also rose on Oct 4, and an older fact label can make a plan look cheaper than it is.

Who do you call when the power goes out in Pflugerville?
The number to dial depends on whose wires your street uses, not on who sends your bill. Most Pflugerville homes call Oncor. Austin Energy homes call Austin Energy.
You can also text OUT to 66267. The outage map on Oncor’s site updates every 10 minutes. Other questions go to 888‑313‑6862.
Its outage map shows current outages. To start, stop or move service, call 512‑494‑9400.
Your seller can’t fix a line. Call it about bills, plans and payments, using the number on your bill or fact label. If your seller can’t fix a billing problem, you can complain to the PUCT at 1‑888‑782‑8477.
Is a street light out? The city’s page says to report it to “Oncor Electric or the City of Austin” and lists no phone numbers. It doesn’t say which Pflugerville streets belong to which utility, so call the outage line for your own utility.
Storm prep and more outage tips are in our guide to what to do when the power goes out.
What about Manor, Hutto, Round Rock and north Austin?
Pflugerville’s neighbors split three ways. Round Rock and Hutto sit on Oncor, like most of Pflugerville. Manor mixes in a co-op. North Austin belongs mostly to Austin Energy, even where Power to Choose lists Oncor plans.
That is 3,786 of 23,985 homes. On Bluebonnet’s map, all of Hutto and Taylor are Oncor, Manor is 64.7% Bluebonnet-only, and 91.9% of Austin’s homes are Austin Energy’s.
Census Bureau estimates for July 1, 2025, against its 2020 count. Pflugerville went from 65,180 to 68,316 people. The Census counts annexed land in a city’s estimate, and we didn’t check which cities annexed land, so don’t read these as new homes alone.
Hutto’s city page names Oncor, at 888‑313‑6862, as its electric company and points to Power to Choose. Bluebonnet’s map puts every Hutto home in Oncor’s area, and ZIP 78634 lists 174 plans. Our home counts date from 2020, before many Hutto and Manor subdivisions went up, so read those shares as rough.
Manor is harder. Bluebonnet’s map puts 64.7% of its homes in Bluebonnet-only areas, where members can’t pick a seller, and 35.3% in areas shared with Oncor. Oncor’s tariff lists Manor among its cities, and Austin Energy’s map reaches 404 of the 10,220 homes in ZIP 78653. A shared area can hold both kinds of homes, so check your bill. Bluebonnet members report outages at 800‑949‑4414.
North Austin ZIPs are the trickiest. By our count 78728 and 78717 are about half Austin Energy, 78727 and 78759 nearly all of it, and 78753 has no plans listed at all. Power to Choose still lists Oncor plans in the first four. The ZIP table above has every number, and your bill has the last word.
EIA Form 861, 2025 data (final, released Oct 7, 2026): yearly revenue divided by customers and by 12 months, power and delivery together. These are averages for all homes, not plan prices, and the homes use different amounts: about 835 kWh a month at Austin Energy, 879 at Georgetown, 1,244 at Bluebonnet and 1,110 across Texas. Oncor sells no power, so the chart has no Oncor bar.
A lower average bill doesn’t prove a lower price. Austin Energy’s homes used about 25% less power than the Texas average. Per kWh, EIA’s 2025 averages were 13.14¢ at Austin Energy and 15.40¢ for all Texas homes.
Next door to the north, Round Rock has its own guide: Round Rock electric companies. For the Austin side of the line, see Austin Energy rates.
Moving to Pflugerville? How to start power
About 3 in 10 Pflugerville households rent, the Census survey shows, and the median rent is $1,932 a month. Renter or buyer, your first job is to learn which utility serves the new address. Four steps get your lights on.
- Ask which utility
Ask the landlord or seller, or find an old bill. In Pflugerville the answer is Oncor or Austin Energy.
- On Oncor, price plans
Use the table above at your usage. Most plans are marked for new customers, which a mover usually is. The state doesn’t define the flag, so confirm it with the seller.
- On Austin Energy, call
Call 512‑494‑9400, or 888‑340‑6465 toll-free, or use coautilities.com. Phones are open weekdays 7 a.m. to 9 p.m. and Saturdays 9 a.m. to 1 p.m., Central.
- Pick a start date
Oncor can switch on a smart meter the same day if your seller’s order arrives by 7 p.m. Central, Monday to Saturday. Each seller sets an earlier cut-off.
Oncor skips Sundays and holidays for smart-meter move-ins. That rules out Thursday, Nov 26 (Thanksgiving) and Friday, Dec 25, 2026 (Christmas).
Don’t look to the city for a hookup. The City of Pflugerville’s billing pages cover city services and name no electric company, so power is a separate sign-up. Renting an apartment? Read our apartment electricity guide.
Each seller sets its own same-day cut-off, and it falls before Oncor’s 7 p.m. For 12 sellers’ cut-off times, open same-day electricity. For the whole process, use our move-in steps.
Five checks before you sign
- 1Read prices at 3 levels
The fact label shows 500, 1,000 and 2,000 kWh. A plan priced low at 1,000 can cost far more per kWh at 500.
- 2Spot a bill credit
A sharp price drop at exactly 1,000 kWh means a credit is doing the work, like TXU’s $100. Miss the line in any month and that month’s bill jumps.
- 3Look at the label date
Oncor raised its delivery charge on Oct 4, 2026. A label from before then may show a price about 0.8¢ per kWh too low.
- 4Find the exit fee
Fees vary. True Power asks a flat $300, Reliant’s plans ask $95 to $295, and Rhythm, BKV and Veteran charge $20 for each month left.
- 5Know your 3 days
Switching sellers gives you 3 federal business days to cancel free after you receive the terms. A move-in has no such window.
A seller knocks on your door. The rep must wear a badge that shows a photo, the seller’s state license number and a toll-free number. The rep must also make clear the seller doesn’t work for your wires company, such as Oncor.
Travis County Health and Human Services runs the state’s energy bill program (CEAP) for Travis County. Call (512) 854‑7250. A Williamson County address uses Williamson-Burnet County Opportunities at (512) 763‑1400. More help is at 2‑1‑1 or (877) 541‑7905. Austin Energy lists its own Customer Assistance Program at 512‑494‑9400, but its pages don’t say whether homes outside Austin qualify, so ask. More options are in our guide to help paying your electric bill.
Switching sellers later costs nothing, and Power to Choose says it takes up to seven business days without a gap in service. Our guide shows how to switch, and another covers what to do when a contract ends.
Pflugerville electricity questions, answered
Short answers drawn from state records, utility tariffs and maps, and the sellers’ own documents.
What electric companies serve Pflugerville, TX?
On Oct 16, 2026, 44 companies listed plans for Pflugerville ZIPs on Power to Choose, the state’s shopping site. TXU, Reliant, Gexa, Champion and Rhythm are among them. Oncor delivers their power. Homes in Austin Energy’s area are the exception, because the city utility is their only option.
Is Pflugerville on Austin Energy or Oncor?
Both. Our count puts 15.8% of Pflugerville’s homes inside Austin Energy’s service map and, on Bluebonnet’s map, most of the rest on Oncor. In ZIP 78660 the Austin Energy share is 35.1%, because the ZIP reaches past the city limits. A map shows territory, not customers, so confirm with your bill.
How do I find my electricity provider in Pflugerville?
Read your bill. A seller such as TXU or Gexa, with Oncor named as the delivery company, means Oncor. A bill from Austin Energy means Austin Energy. An Oncor ESI ID starts with 1044372. You can also tick the Austin Energy layer in the City of Austin’s Property Profile tool.
Can I choose my electric company in Pflugerville?
Only on Oncor’s lines, which cover about 84% of the city’s homes on Bluebonnet’s map. Austin Energy is city-owned, so its customers can’t pick another company. The city of Pflugerville runs no electric utility of its own, and the PUCT’s list of city utilities doesn’t include it.
What is the best electric company in Pflugerville?
It depends on your use and priorities. Nine sellers carry the state’s top 5-of-5 grade, and Champion Energy has the highest score we give, 96 of 100. Among 5-of-5 sellers, Spark listed the lowest simple price on Oct 16, 2026, at 13.2¢ per kWh. Check each plan at your own usage.
Is Reliant or TXU cheaper in Pflugerville?
It depends on your use. On Oct 16, 2026, TXU’s one Oncor-area plan cost $109 at 1,000 kWh, thanks to a $100 credit, against $144 for Reliant’s cheapest. At 500 kWh Reliant cost $38.50 less, and at 2,000 kWh it cost $32 less.
What are electricity rates in Pflugerville?
On Oncor’s side, delivery costs $72.73 at 1,000 kWh since Oct 4, 2026, and every seller passes it on. The cheapest simple 12-month plan then cost $120 before taxes, the middle one $132 and the highest $161. Austin Energy’s tariff gives $133.08 outside Austin’s city limits.
Is Austin Energy cheaper than a plan on Oncor?
Not always. At 1,000 kWh, Austin Energy’s October 2026 tariff makes $133.08 outside Austin before taxes, close to the middle Oncor simple plan at $132. The cheapest Oncor plan cost $120 and the highest $161. Austin Energy has one price, so there is no seller to shop.
Why do plans show for my ZIP if Austin Energy serves my home?
Power to Choose sorts plans by ZIP code rather than by street address. As we read its rules, a ZIP with one Oncor address shows the full Oncor list to everyone in it. In 78660, 35.1% of homes are on Austin Energy’s map, yet the site lists 174 plans. Your bill decides.
Who do I call for a power outage in Pflugerville?
On Oncor’s lines, call Oncor at 888-313-4747, any hour. Your seller can’t fix outages. On Austin Energy’s lines, call 512-322-9100. The city’s street light page names Oncor and “the City of Austin” without phone numbers, so use the number for your own utility.
How do I start electric service in Pflugerville?
On Oncor, pick a seller and give it your address and start date. A smart meter can switch on the same day if the order arrives by 7 p.m. Central, Monday to Saturday. On Austin Energy, call 512-494-9400 or use coautilities.com. The city of Pflugerville doesn’t sell power.
Does this page earn money from my plan choice?
Only through a labeled partner plan finder, when this page shows one. If you sign up in that tool, its operator pays us, and your price stays the same. No seller paid to be in our table, picks or scores here, and each complaint rating is the state’s own.
