Who provides electricity in Round Rock?
Two companies stand behind each Round Rock power bill. Oncor owns the lines and the meter on your house. The seller you choose buys the power, sets the price and mails the bill. Change sellers, and the same Oncor crews still answer when a line goes down.
The city’s “Connect service” page lists electricity beside gas and says, “Oncor delivers the electricity. Residents choose which service provider will bill their electric services.” The phone number it gives, 1‑866‑797‑4839, is Power to Choose’s toll-free line.
We checked 45,844 Round Rock homes against Austin Energy’s service-area map. None fell inside it. Bluebonnet Electric’s public map, which also draws its neighbors, puts 95.7% of them in Oncor’s area and 4.3% in Pedernales’.
Three questions are left. Which ZIPs near Round Rock aren’t on Oncor? See your ZIP. Who sells here, and at what price? See the full list. What does the Oncor part cost? See costs.
Can you pick your electric company near Round Rock?
In Round Rock, almost always yes. A few miles away, it depends on whose wires reach your street. Austin Energy, Pedernales Electric Cooperative, Bluebonnet Electric Cooperative and the City of Georgetown each run their own system here, and none of them lets you pick a seller.
Covers 34 ZIP codes in and around Round Rock, Pflugerville, Hutto, Georgetown, Austin, Cedar Park, Leander, Manor and Taylor. One ZIP can mix utilities, so the company on your bill decides. We don’t save your ZIP.
ZIPs where the plan list can mislead you
Power to Choose lists plans by ZIP, not by street address. By our reading, a ZIP with at least one Oncor address gets the full Oncor list. So a list on your screen doesn’t prove your home can buy the plans. We pulled the live lookup for every ZIP in our tool on Oct 16, 2026.
Check who sends your bill. If Austin Energy, Georgetown, Pedernales or Bluebonnet bills you directly, you can’t pick a seller. If a seller such as TXU or Gexa bills you and Oncor is named as the delivery company, you can.
Four ways to confirm your utility
- Read your bill
Find the name on the top. A direct bill from a utility means no choice.
- Check your ESI ID
Its first 7 digits name the wires company. 1044372 means Oncor. Oncor also has an ESI ID lookup.
- Austin addresses
Open the city’s Property Profile tool, expand Boundaries & Grids, and tick Austin Energy Utility Service Area.
- Georgetown or Manor
Georgetown’s Utility Information map has an Electric Service Providers layer. Bluebonnet has an Electric Provider lookup.
Pedernales’ service-area page lists a “Service Area Map” that we could not open. If you think you’re on its lines, call 888‑554‑4732. Our utility finder explains the rest, and Austin Energy rates and outage steps cover the Austin side.

State rating: the PUCT’s September 2026 complaint scorecard, as Power to Choose shows it, based on complaints per 1,000 customers from March 1 to August 31, 2026. Our score: our 100-point review of public records, given only to sellers we’ve reviewed. We call a plan simple when it has one fixed rate for 12 months and no bill credits, usage fees or time-of-day prices. Prices come from each plan’s fact label at 500, 1,000 or 2,000 kWh and include Oncor’s delivery but not taxes. Other usage levels are our estimates.
Partner toolWe may earn a fee if you sign up. It never changes our ratings.
Think Energy lists plans for Oncor’s area too. Think+ pays us when people sign up for Think’s plans, so Think stays out of our table, picks and scores. Power to Choose showed 3 Think plans here on Oct 16, 2026, and the state gave Think a 2 of 5.
Where is the company I’m looking for?
Some licensed sellers had no plans at all posted for Oncor’s area on Oct 16, 2026. Among them were Vistra’s 4Change Energy and Ambit, NRG’s XOOM Energy and Stream, Genie’s Town Square Energy, Tesla Electric, Shell Energy Solutions and Energywell. They may still sign people up on their own sites. If 4Change or Ambit is on your short list, read our 4Change Energy review or Ambit Energy review first.
How does the state rate Round Rock’s electric companies?
The PUCT grades sellers by complaints. It divides each seller’s complaints by its customers over six months, then sorts the sellers into five groups of similar size. Five of five means the fewest complaints per customer.
From the PUCT’s September 2026 scorecard, as Power to Choose listed it on Oct 16, 2026. Think Energy is among the eight sellers with a 2 of 5. Every bar starts at zero.
- Same owner, different grades. TXU Energy, Express Energy and Veteran Energy all belong to Vistra. TXU earned a 5 of 5. Express and Veteran share one license and a 3.
- Shared license, shared grade. Rhythm and Energy Texas operate under one license, so both show a 3 of 5.
- Fault isn’t judged. A complaint counts against the seller whether or not the state found the seller at fault.
- Grades move. This edition covers March 1 to August 31, 2026. A newer one will replace it.
- Three sellers are still unrated: Abundance Energy, SmartEnergy and Texans Choice Power.

One parent, a $30 gap. On Oct 16, 2026, Vistra’s Express Energy and Veteran Energy each listed a simple plan at 12.2¢ per kWh, while Vistra’s TriEagle listed 15.2¢. At 1,000 kWh that is $122 versus $152 before taxes.
Two of these parents are also among Oncor’s biggest customers. Oncor’s 2025 annual report says retail sellers owned by Vistra and by NRG supplied 25% and 21% of its operating revenue.
What are electricity rates in Round Rock?
A Round Rock bill has two layers. Oncor’s delivery charge is the same whichever seller you pick. The energy price on top is yours to shop.
From Oncor’s tariff: $4.06 a month ($1.48 plus $2.58) plus 6.8673¢ per kWh. Rounded to the cent, and without taxes. The cost of every plan you see already includes this charge.
The 33 Power to Choose plans that passed our simple-plan test on Oct 16, 2026. True Power’s was cheapest and Direct Energy’s highest. Fact-label prices include Oncor’s delivery and leave out taxes. That works out to $120, $132 and $161 a month.
Same wires, $41 a month apart. At 1,000 kWh, the priciest simple plan costs $41 more than the cheapest, or $492 over a year. Every extra 1¢ per kWh adds about $10 a month at that use, and about $20 in a 2,000 kWh summer month.
Oncor started charging its requested rates “on a temporary basis” on Oct 4, 2026, while the PUCT reviews them in Docket 59249. A fact label dated before Oct 4 can run about 0.8¢ per kWh too low. Oncor’s tariff also holds a small charge of about $3.63 at 1,000 kWh that runs through December 2026, and a December-only charge near $1.03.
How hot does Round Rock get?
Round Rock has no weather station of its own. Its nearest one, Round Rock 3 NE, records rain only. So we show NOAA’s 1991–2020 normals for stations nearby, 11 to 23 miles away.
NOAA U.S. Climate Normals, 1991–2020. Red bars are stations near Round Rock; blue bars are Midland and Dallas–Fort Worth for comparison. Camp Mabry is 14.8 miles from Round Rock’s center and Georgetown Lake 11.3, in a straight line.
The stations disagree, so treat any one number as a range. By cooling degree days, a measure of how much cooling a place needs, Camp Mabry runs 17% above Taylor and 23% above Midland. Price plans at your summer use, not only at 1,000 kWh. Our high bill guide lists the usual causes of a surprise.
What is the best electric service in Round Rock?
The answer depends on your usage and your priorities. Each pick below draws on the state’s ratings, the plans’ fact labels and our scores. No seller paid to be one of these picks.
Rated 5 of 5. Its Choose 12 plan cost 13.2¢ per kWh at 1,000 kWh, the lowest simple price from any 5-of-5 seller on Oncor’s lines. Power to Choose flags it for new customers only.
The state rates it 4 of 5. Gexa Eco Choice 12 came in at 12.4¢ at 1,000 kWh and is 100% renewable. Power to Choose flags it for new customers only. Our score: 74.
Digital Choice 12 held at 12.4¢ per kWh at both 500 and 1,000 kWh, which suits a light-use home. Power to Choose flags it for new customers only. Its state rating is 3 of 5, and our score is 73.
Rated 5 of 5 and top of our list at 96 out of 100. Champ Saver-12 cost 14.3¢ at 1,000 kWh, and Power to Choose doesn’t mark it new-customers-only.
TXU Energy lists one plan here. It holds a 5 of 5 on the state’s September 2026 scorecard, and our score for it is 80. Yet on Oct 16, 2026 it listed a single plan for Oncor’s area, Smart 1000 Select 12. A $100 bill credit, paid only in months with 1,000 kWh or more, lowers the price shown at 1,000 kWh. At 500 kWh the plan costs about $115, more than the $109 it costs at 1,000.
Smart 1000 Select 12, per-kWh prices from its Power to Choose fact label, Oct 16, 2026. TXU’s fact labels add another $25 to the credit from July through September.
A 1-of-5 seller had the cheapest simple plan. True Power’s True Value 12 priced at 12.0¢ at 1,000 kWh on Oct 16, 2026, with a $300 charge to leave early. Spark’s 5-of-5 plan ran about $12 a month higher at that use, which is $144 over a year.
Out of 100, from our company reviews, one formula for every seller. Score bands: 90 and up is Excellent, 80–89 Very good, 70–79 Good, 60–69 Fair, and under 60 Poor.
Before you sign up
Two dated facts change the math. On Oct 16, 2026, Power to Choose marked 140 of the 174 Oncor-area plans as for new customers only, so staying with your current seller may cost more. Oncor’s delivery charge also rose on Oct 4, 2026, which can make an older fact label look cheaper than the plan really is.

Who do you call when the power goes out in Round Rock?
An outage or a fallen line is Oncor’s job. A bill, a plan or a move is your seller’s job. Oncor repairs the lines no matter who sends your bill.
You can also text OUT to 66267. Oncor’s outage map refreshes every 10 minutes. Other questions go to 888‑313‑6862.
The number is on your bill and on your plan’s fact label. If a billing problem stays unsolved, the PUCT takes complaints at 1‑888‑782‑8477.
On Austin Energy, Georgetown, Pedernales or Bluebonnet lines? Use the outage numbers in the utility table above instead, because Oncor can’t fix those lines.
Ice, tornadoes and a growing grid
- Feb 19, 2021: Oncor said an ice storm “blanketed” its southern region of Killeen, Round Rock and Temple, along with a region in East Texas. 72,000 outages remained across those areas that morning.
- Mar 22, 2022: Tornadoes struck Jacksboro, Bowie, Round Rock and Jarrell. Oncor’s update said, “About 7,000 outages remain in the Round Rock area.”
- Feb 4, 2023: Oncor told Round Rock, Taylor, Temple and Killeen that their communities “received some of the heaviest ice accumulation.”
Data centers are coming, and the city says power isn’t its call. Round Rock’s data center page says the city “is currently home to two major data center developments.” It adds, “Oncor—not the City—secures the electricity,” and “The City does not allocate power or determine grid capacity.” Sabey’s campus is planned to reach 84 megawatts. We found no estimate of what these projects mean for home bills.
For storm prep and outage tips, see what to do when the power goes out.
What about Hutto, Georgetown, Pflugerville, Cedar Park and Taylor?
Round Rock’s neighbors split three ways. Some sit on Oncor’s lines like Round Rock does. Some mix several utilities. Others have no choice at all.
The other 4.3%, about 1,980 homes, sit in Pedernales territory in the city’s northwest corner. On the same map, all of Hutto and Taylor are Oncor, and all of Cedar Park, Leander and Liberty Hill are Pedernales.
Census Bureau estimates for July 1, 2025, compared with its 2020 count. Round Rock went from 119,523 to 141,282 people. The Census doesn’t say why places grew.
Hutto’s city page lists Oncor, at 888‑313‑6862, as its electric company and points to Power to Choose. Georgetown is harder. Its outage page says the city “has multiple electric providers in the area,” and its own map labels 59.8% of the city’s homes as Georgetown-only. Another 12.7% are Pedernales-only and 10.3% Oncor-only. The rest are shared areas.
EIA Form 861, 2025 data (final, released Oct 7, 2026): yearly revenue divided by kWh sold, power and delivery together. These are averages for all homes, not plan prices, and the homes use different amounts: about 835 kWh a month at Austin Energy and 1,202 at Pedernales. Oncor sells no power, so it has no row.
Taylor, about 15 miles from Round Rock in a straight line, is the site of Samsung’s federally backed chip plant. The NIST page lists “up to $4.745 billion in direct funding” and says “All facilities are expected to be operational by 2030.” It says nothing about electricity. Taylor’s ZIP, 76574, lists 174 Oncor plans.
Next door to the south, Pflugerville has its own guide: Pflugerville electric companies. Farther up I-35, Killeen also runs on Oncor.
Moving to Round Rock? How to start power
Round Rock keeps adding people, and 44.5% of its households rent, the Census survey shows. Median rent is $1,763 a month. Four steps get your lights on.
- Confirm Oncor
Most Round Rock addresses are Oncor. For a home near the northwest edge, check an old bill or ask your landlord.
- Price plans at your use
Use the table above. 140 of 174 plans are flagged for new customers only. The state doesn’t define that flag, so ask a seller if a move-in qualifies.
- Choose a start date
Oncor can switch on a smart meter the same day if your seller’s order arrives by 7 p.m. Central, Monday to Saturday.
- Ask about a deposit
Some sellers want one. Our no-deposit guide shows ways around it.
Oncor’s tariff leaves Sundays and holidays out of its smart-meter move-in days. That covers Thanksgiving, Thursday, Nov 26, and Christmas, Friday, Dec 25, 2026.
The city won’t turn on your power. Round Rock’s Utility Billing office runs water, sewer, trash and recycling, at 512‑218‑5460. Electricity is a separate sign-up with a seller you pick. Renting an apartment? Read our apartment electricity guide.
Every seller sets its own same-day cut-off, and it is earlier than Oncor’s 7 p.m. See same-day electricity for 12 sellers’ cut-off times, or our move-in steps for the whole list.
Five checks before you sign
- 1Read prices at 3 levels
Check the fact label at 500, 1,000 and 2,000 kWh. A plan priced low at 1,000 kWh can cost double per kWh at 500.
- 2Spot a bill credit
A sharp price drop at exactly 1,000 kWh means a credit is doing the work. Miss it one month, and you pay the higher price.
- 3Check the label date
Oncor’s charge rose on Oct 4, 2026. A label older than that can run about 0.8¢ per kWh low.
- 4Find the exit fee
Some plans charge one flat fee, such as True Power’s $300. Others charge $20 for each month left, as Rhythm, BKV and Veteran do.
- 5Know your 3 days
If you switch sellers, you can cancel free within 3 federal business days after you get the terms. A move-in doesn’t get this right.
Someone at your door? A door-to-door seller must wear a badge showing a photo, the seller’s state license number and a toll-free number. The seller must also say it doesn’t work for your wires company, such as Oncor.
Williamson-Burnet County Opportunities in Georgetown runs the state’s energy bill program (CEAP) for Williamson and Burnet counties. Call (512) 763‑1400. More help is available at 2‑1‑1 or (877) 541‑7905. Our guide to help paying your electric bill lists more options.
Changing sellers later is free, and Power to Choose says it takes up to seven business days with no gap in service. Here’s how to switch. If your contract is ending, see what to do next.
Round Rock electricity questions, answered
Short answers drawn from state records, utility maps and the sellers’ own documents.
What electric companies serve Round Rock, TX?
On Oct 16, 2026, 44 companies listed plans for Round Rock homes on Power to Choose, the state’s shopping site. TXU Energy, Reliant, Gexa, Champion, Rhythm and Constellation are among them. Oncor delivers the power for all of them, so you compare sellers on price, contract terms and the state’s complaint rating.
Who provides electricity to Round Rock?
Two kinds of companies do. Oncor owns the lines and meters and fixes outages. A seller you choose, such as TXU or Gexa, supplies the power and sends the bill. The city itself says, “Oncor delivers the electricity,” and it bills only water, sewer and trash.
Is Round Rock on Austin Energy?
No. We checked 45,844 Round Rock homes from the 2020 Census against Austin Energy’s service map, and none fell inside it. About 4% of homes, in the northwest corner, are in Pedernales territory on Bluebonnet’s map. Austin Energy and Pedernales customers can’t pick a seller. Oncor customers can.
What is the best electric service in Round Rock?
That depends on your use and priorities. Nine sellers hold the state’s top 5-of-5 complaint rating, and Champion Energy has our highest score, 96 of 100. Among 5-of-5 sellers, Spark had the lowest simple price at 13.2¢ per kWh. Check each plan at your own ZIP and usage.
What are electricity rates in Round Rock?
Oncor charges $72.73 to deliver 1,000 kWh since Oct 4, 2026, and every seller passes it on. The cheapest simple 12-month plan then cost 12.0¢ per kWh, about $120 a month before taxes. The middle plan was 13.2¢, the highest 16.1¢. The cheapest, from True Power, charges $300 to leave early.
Does Pedernales Electric Cooperative serve Round Rock?
Only a sliver. Bluebonnet Electric’s public map puts 4.3% of Round Rock’s homes, all in the northwest corner, in Pedernales territory. The same map puts all of Cedar Park, Leander and Liberty Hill there. It is a co-op without retail choice, so members can’t pick a seller. Call 888-554-4732 to ask about an address.
Can I pick my electric company in Georgetown or Hutto?
In Hutto, yes. Its city page lists Oncor, and Bluebonnet’s map puts all of Hutto’s homes in Oncor’s area. In Georgetown, only sometimes. The city runs its own utility, and its map shows 59.8% of homes in Georgetown-only areas, where you can’t shop. Check the company on your bill.
Why does Power to Choose show plans for my Austin ZIP if I have Austin Energy?
Power to Choose lists plans by ZIP code, not by address. By our reading, any ZIP with at least one Oncor address gets the full Oncor list. In 78727, Austin Energy’s map covers every home we counted, yet the site still shows 174 plans. The company that bills you decides.
How do I know which utility serves my Round Rock address?
Start with your bill. If a seller bills you and Oncor is named as the delivery company, you can shop. An Oncor ESI ID starts with 1044372, and Oncor offers an ESI ID lookup by address. For Austin Energy use the city’s Property Profile map. For Georgetown use the city’s provider map.
Who do I call for a power outage in Round Rock?
Most homes call Oncor at 888-313-4747, any hour, or text OUT to 66267. Its outage map refreshes every 10 minutes. Your seller can’t fix outages. If Austin Energy bills you, call 512-322-9100. Pedernales members call 888-883-3379, and Georgetown’s city utility takes calls at 512-930-3640.
How do I start electric service in Round Rock?
Pick a seller and give it your address and start date. The seller orders the connection from Oncor, and a smart meter can switch on the same day if the order arrives by 7 p.m. Central, Monday through Saturday. The city handles only water, sewer and trash, at 512-218-5460.
Do you earn money when I choose a plan on this page?
Only through a labeled partner plan finder, when this page shows one. Its operator, our partner, pays us when someone signs up there, and you pay nothing extra. Sellers can’t buy a place in our table, picks, ratings or scores on this page, and the complaint ratings are all the state’s.
