What SmartEnergy sells in Pennsylvania
SmartEnergy is a supplier, not your utility. Your utility still delivers the power and answers the phone in an outage; SmartEnergy only sets the price you pay for the electricity itself. In Pennsylvania the company lists no 12-month plan on PA Power Switch or on its own site. What we could price is a 6-month fixed plan, 100% renewable, sold on the web.
6-month fixed at 16.5¢ per kWh in PPL's area and 14.4¢ in PECO's, with no monthly fee.
A gift-card plan at 20.9¢ in PPL's area and 18.8¢ in PECO's. The gift card does not cut the price per kWh.
Because the term is only 6 months, we scored its price on that plan, as our method says to use the plan that exists. The company says every plan is "100% certified renewable," matched with renewable energy certificates.

This reads our robot's latest copy of PA Power Switch, so it can show a plan the day it appears or says none is listed. It is supply cost only, not a bill, and it saves nothing you type. SmartEnergy sells in some utility areas and not others, so an empty answer is real.

How SmartEnergy's price compares
Higher, by a wide margin. On the state's cards, SmartEnergy's 6-month plan sat well over the reference prices to compare that we score against.
| Area | SmartEnergy 6-month | Share of the reference price to compare |
|---|---|---|
| PPL | 16.5¢ | 126.2% |
| PECO | 14.4¢ | 122.5% |
On average the plan came to 124.3% of the reference, which earns 3 of 20 points for price. At 1,000 kWh a month, each 1¢ of gap is about $10 a month. Over 6 months, a 3¢ gap is close to $180. Utilities reset the price to compare on Dec. 1 in several areas, so look at today's number before you sign.
The 6-month catch
A short plan is not a flaw by itself, but it moves the work to you. Pennsylvania rules say your supplier must write to you twice before a fixed deal ends. The first letter comes 45 to 60 days ahead, and an options letter follows at least 30 days ahead. On a 6-month plan that cycle repeats twice a year.
- Day 1You sign. Note the end date and the 3-business-day right to cancel.
- Month 4The first end-of-term letter should arrive, 45 to 60 days before the end.
- Month 5The options letter, at least 30 days before the end. Compare your utility's price.
- Month 6The plan ends. Choose a new plan or return to your utility.
If you do nothing, the contract may roll to a new term or price. Compare the new number with your utility's before you let it.
What SmartEnergy's complaint record shows
We show these records as they stand, with their dates, and no more.
| Record | What it shows |
|---|---|
| Pennsylvania PUC, 2024 report | 51 complaints counted for SmartEnergy. Against 47,969 homes served, that is 10.63 per 10,000 homes. |
| BBB, last 3 years | 101 complaints on the profile for SmartEnergy Holdings, LLC (all states), 37 of them in the last 12 months. 83 answered and 18 resolved. |
| BBB complaint types | Product issues 40, billing 17, service or repair 17, sales and advertising 12, order 8, customer service 5, delivery 2. |
The BBB profile covers the whole company, not Pennsylvania alone, and a count does not say who was right. Use it as a guide to what to check in your own contract, such as the price after the term, the bill and the way you were signed up.
| Category | Points | Evidence |
|---|---|---|
| Complaints to the state | 15 / 25 | The PUC's 2024 report counted 51 complaints under "SmartEnergy." Divided by 47,969 homes served (EIA-861, 2024), that is 10.63 per 10,000 homes. The 10-to-under-17 band earns 15 of 25 points. |
| BBB rating | 5 / 5 | BBB grade A+, accredited, read October 16, 2026 for SmartEnergy Holdings, LLC. That earns the full 5 of 5 points. |
| Fines and penalties | 20 / 20 | No Pennsylvania penalty counted in the last 10 years. Three PUC cases over lapsed financial security (final orders July 5, 2016, October 26, 2016 and March 20, 2017) ended with the security filed and the license kept. They are not penalties. |
| Contract fairness | 12 / 20 | There is no cancel fee on the 6-month plan (5 of 5) and no extra fees (4 of 4). Its terms carry binding arbitration and a class-action waiver (0 of 4). We scored no simple 12-month fixed plan because none exists (0 of 4). No cancel fee means you may leave at any time (3 of 3). |
| Price | 3 / 20 | The 6-month fixed plan was 126.2% of the reference price in PPL's area and 122.5% in PECO's, 124.3% on average, good for 3 of 20 points. |
| Time in business | 4 / 10 | Licensed July 24, 2014 (12 years) earns 4 of 6 points. We found no bill-help program (0 of 2) and no public audited financials (0 of 2). |
What this score rests on
Every category is worked out from public records. Where a record does not exist, a fixed default number of points is given, and the label says so. A default is not a finding about the company.
- Complaints to the state 15 of 25 points Record foundThe state's 2024 complaint count and the federal count of homes served give a rate.
- BBB rating 5 of 5 points Record foundBBB grade.
- Fines and penalties 20 of 20 points Searched, none foundNo Pennsylvania penalty found in the sources searched. That is not proof there was none.
- Contract fairness 12 of 20 points Record foundThe supplier contract was read.
- Price 3 of 20 points Record foundA 12-month price was checked against the frozen price to compare.
- Time in business 4 of 10 points Record found
All six categories rest on a record we found or a search that found nothing. No default points were given.

Actions in other states
Regulators in Maryland (Apr. 28, 2025), New York (Mar. 21, 2022), Illinois (2019, the Attorney General) and Ohio (2019, the PUCO) took actions involving SmartEnergy. We score Pennsylvania records only, so none of them counts in the score, and we did not re-read them for this page.
What the contract says
Our October read of SmartEnergy's terms found no cancel fee on the 6-month plan. The terms allow "$10 per month remaining" on fixed plans that carry a fee, so check yours. They send disputes to binding arbitration or small claims court under American Arbitration Association rules, and they do not allow class actions. We found no way to opt out.
You get 3 business days after the disclosure statement arrives to cancel a new SmartEnergy contract with no penalty. After that, the fee rule on your own plan applies.
Ask for the contract in writing, and check the price for the months after the term, since a 6-month deal can renew at a new price.
How to cancel SmartEnergy
With no cancel fee on the 6-month plan, leaving is simple. The cost is timing: avoid a gap with no plan.
- 1Choose the plan or utility you move to first.
Do this before you end anything, so your power supply never lapses.
- 2Let the new seller start the switch.
SmartEnergy stops on the switch date. You do not call it to turn the service off.
- 3File the confirmation.
Keep the letter that gives your new start date next to your SmartEnergy end date.
- 4Read the first bill after the switch.
It should show no SmartEnergy supply line. If it does, call SmartEnergy with the bill in hand.
If your plan lists no cancel fee, you can usually leave with no charge. Confirm it in your own contract.

Where to take a problem with SmartEnergy
- 1Start with SmartEnergy.
Write down the date, the agent's name and what was promised, since its terms send later disputes to arbitration.
- 2Tell your utility if you never signed.
A switch you did not approve must be reported within your first two billing periods; SmartEnergy cannot bill you for that stretch.
- 3Take it to the PUC.
Use the informal complaint form at puc.pa.gov/complaints or call 800.692.7380 once the company has had its chance.
If SmartEnergy made you an offer, check its plan for your utility in the tool and mark the end date, because a 6-month deal ends twice a year.

Questions, answered
Is SmartEnergy legit in Pennsylvania?
Yes. SmartEnergy is a licensed Pennsylvania supplier, licensed since 2014 under docket A-2014-2416214. We found no Pennsylvania fines in the last 10 years.
Is SmartEnergy a good company?
Public records give it 59 of 100 (Poor) as of Oct. 16, 2026. Its BBB grade and fines record were strong. Its price and its complaint rate held the score down.
What are SmartEnergy's rates in PA?
On the state's cards, its 6-month fixed plan was 16.5¢ per kWh in PPL's area and 14.4¢ in PECO's when we scored it. The tool shows what is listed for your own utility now.
Are SmartEnergy's rates higher than my utility's?
At the prices we scored, yes, by about 24% on average. Check the live list, since prices move.
Does SmartEnergy have a cancellation fee in Pennsylvania?
Not on its 6-month plan, in our read of its terms. Confirm it in your own contract.
Does SmartEnergy offer a 12-month plan?
We found none on PA Power Switch or on its own site on Oct. 16, 2026.
Is SmartEnergy a utility?
No. It sells the electricity supply. Your utility still delivers the power and handles outages.
Can I cancel SmartEnergy in 3 business days?
Yes. The clock starts when you get SmartEnergy's disclosure statement, and a cancel inside it costs nothing.
Why is SmartEnergy on my bill?
Either someone in your home enrolled you, or a switch happened that you did not approve. In the second case, tell your utility inside your first two billing periods.
How do I cancel SmartEnergy in Pennsylvania?
Choose your next plan, or your utility's price, and sign up for it first. SmartEnergy stops on the switch date, so you do not call it to turn service off. Its 6-month plan has no cancel fee in our read of its terms, but check your own contract. Keep the end-of-term letters and look for a SmartEnergy line on your first bill after the switch.
Is SmartEnergy a scam, and what do its reviews say?
No public record we checked shows a scam. SmartEnergy has held a Pennsylvania licence since 2014 and has no state fines in the last 10 years. But the state counted 51 complaints about it in 2024, or 10.63 per 10,000 homes, and the BBB profile for the whole company lists 101 complaints in 3 years, mostly about the product (40) and billing (17). A count does not say who was right, so check the price after the term.
Is the SmartEnergy gift card plan legit?
We can say what it costs, not whether the card arrives, because we did not test that. On Oct. 16, 2026 SmartEnergy's own site listed a gift-card plan at 20.9¢ per kWh in PPL's area and 18.8¢ in PECO's. The state's card for its 6-month plan was lower, 16.5¢ and 14.4¢. The gift card does not cut the price per kWh, so weigh it apart from the price.
