Best for shoppers who put a long state record and a fixed price first, and who can use the 90-day window. Skip it paying less matters most to you. Many fixed plans on the state list are cheaper.

01 · Trade-off

Trade-off: the record against the price

Picture a scale. On one side sits what Constellation gives: a long state record, an A+ at the BBB and no fines when we scored it (Oct. 16, 2026), and a free 90 days. On the other sits what it costs: a price above your utility's default and a $150 fee. Constellation sells electricity in Texas too, and we review that company on our Texas page.

03 · Price check

Will Constellation lower your bill?

Not on the numbers we read. We use two sources: Constellation's own plan list and the state's PA Power Switch list. They show different plans.

Constellation plans against the price to compare, PPL and PECO areas (all Oct. 2026)
Plan and sourcePPL areaPECO areaFee to leave

The green plan is 100% wind credits, and we used it because Constellation sells no plain 12-month plan in Pennsylvania. It is 120.0% of the price to compare in PPL's area and 120.7% in PECO's. Each 1¢ of gap is about $10 a month at 1,000 kWh. The price to compare changes on Dec. 1, so check today's number first.

04 · Trust

Can you trust Constellation in Pennsylvania?

Yes. The PUC's licensed-supplier list, read on Nov. 1, 2026, names CONSTELLATION NEWENERGY INC under docket A-110036. A trusted name can still charge more, and the price section shows it does.

Here are the six parts of the score. Each point comes from a public record or from the contract.

What this score rests on

Every category is worked out from public records. Where a record does not exist, a fixed default number of points is given, and the label says so. A default is not a finding about the company.

  • Complaints to the state 25 of 25 points Record foundThe state's 2024 complaint count and the federal count of homes served give a rate.
  • BBB rating 5 of 5 points Record foundBBB grade.
  • Fines and penalties 20 of 20 points Searched, none foundNo Pennsylvania penalty found in the sources searched. That is not proof there was none.
  • Contract fairness 16 of 20 points Record foundThe supplier contract was read.
  • Price 5 of 20 points Record foundA 12-month price was checked against the frozen price to compare.
  • Time in business 8 of 10 points Record found

All six categories rest on a record we found or a search that found nothing. No default points were given.

This is one score built from six records, and price is one of them. It is not a measure of complaints or legal history alone. How the points are given

What a federal penalty does and does not mean

In March 2022 a federal regulator fined Constellation over California power-market import rules (FERC docket IN22-4-000). That case did not involve homes or Pennsylvania, so it is not in the score. We found no Pennsylvania consumer penalty.

05 · The contract

What the Constellation contract says

We read the Pennsylvania residential contract (version dated 02/01/2022) on Oct. 16, 2026.

Constellation Pennsylvania residential contract, as read Oct. 16, 2026
TermWhat it says
Early termination fee$150
Free-cancel window90 days, the Satisfaction Guarantee
Monthly fee and depositNone
DisputesArbitration or small claims, with a class-action and jury waiver

The 90-day window is a gift only if you use it. After day 90 the $150 fee applies, until the state's notice rule frees you in the last stretch of the term.

Pennsylvania's rules add two protections. You may cancel within 3 business days of getting the disclosure statement. And the supplier must send you two notices before a fixed deal ends, the first 45 to 60 days ahead and the options notice at least 30 days ahead.

06 · Leaving

Leaving Constellation

Pick your next move first, since the switch takes about a billing cycle.

  1. 1
    Check the date.

Inside 90 days, or inside 3 business days of signing, you leave with no fee.

  2. 2
    Choose what comes next.

A new plan, or your utility's default.

  3. 3
Start the new plan or ask your utility.

The new supplier or your utility handles the switch, which stops Constellation.

  4. 4
    Keep the letters.

Save the dates and the confirmation.

Inside the 90-day guarantee you pay no fee. Put the day-90 date on your calendar on the day you sign.

Who owns Constellation?

The PUC licenses Constellation NewEnergy, Inc. under its own name. Our October notes list Constellation Energy Corp. as its parent and say the parent's financials are audited. We did not re-read the parent's filing for this page.

10 · Quick answers

Questions, answered

Is Constellation Energy legit in Pennsylvania?

Yes. The PUC lists Constellation NewEnergy, Inc. as a licensed supplier. When we scored it on Oct. 16, 2026, it also had an A+ from the BBB and no Pennsylvania fines on record. Legit does not mean cheap, though.

Is Constellation Energy good in Pennsylvania?

It scores 79 out of 100 (Good) on public records. When we scored it on Oct. 16, 2026, it earned full marks for complaints, the BBB grade and fines. Price was its lowest part on that date.

What are Constellation's electricity rates in PA?

On Oct. 16, 2026 its 12-month green plan was 15.69¢ per kWh in PPL's area and 14.19¢ in PECO's, from its own plan list. These are dated, so check the live number before you sign.

What is the Constellation cancellation fee in Pennsylvania?

$150, per the contract we read. It does not apply in the 90-day Satisfaction Guarantee period.

Will Constellation cut my electric bill?

Not on the prices we read. Its plans ran about 20% above the price to compare. A fixed price pays off only if the price to compare later rises above it.

Is Constellation the same company as Direct Energy?

No. We found them listed as separate licensed suppliers. See our Direct Energy review.

Can I cancel a Constellation contract in 3 business days?

Yes. Pennsylvania rules give you 3 business days after the disclosure statement, with no penalty.

Why is Constellation on my bill?

Either you or someone in your home agreed to a plan, or the switch was not approved. If you did not agree, dispute it with your utility within your first two billing periods.
