What the Vistra purchase changed
Energy Harbor was licensed in Pennsylvania in 1999 as FirstEnergy Solutions Corp. It took the name Energy Harbor LLC on June 23, 2020. Vistra Corp. announced on March 1, 2024 that it had completed the purchase of Energy Harbor, and says the brand stays in use.
- 1999The license starts, as FirstEnergy Solutions Corp.
- June 23, 2020The company becomes Energy Harbor LLC.
- March 1, 2024Vistra completes its purchase of Energy Harbor.
- Oct. 16, 2026Energy Harbor's own site and the state's card show the same 12-month price.
For you, this means the name on your bill can stay the same while the owner is a large national company. It does not change your contract: that is the document to read. Energy Harbor is also not part of the FirstEnergy utilities (Met-Ed, Penelec, Penn Power, West Penn Power) that deliver power in parts of Pennsylvania. Those are your utility, and they are not the supplier you would pick. Energy Harbor also sells in Ohio: see our Ohio review.

The data is our robot's newest copy of PA Power Switch, fees and all. It is supply cost only, not a bill, and it saves nothing you type. The tool cannot see the change-in-law clause, so read your contract for it.

Is Energy Harbor cheaper than your utility?
About even. On the state's cards, Energy Harbor's "Safe Harbor Value 12" plan sat just under the reference price to compare in PPL's area and just over it in PECO's. The card says new customers only.
| Area | Energy Harbor 12-month | Share of the reference price to compare |
|---|---|---|
| PPL | 13.04¢ | 99.7% |
| PECO | 12.09¢ | 102.8% |
On average the plan came to 101.3% of the reference, which earns 14 of 20 points for price. A gap this small is worth little: at 1,000 kWh a month, 0.04¢ is about 40 cents. So the choice comes down to what you want: a locked price for 12 months, or the freedom to follow your utility. Utilities reset the price to compare on Dec. 1, so look at today's number first.
What Energy Harbor's complaint record shows
We show these records as they stand, with their dates, and no more.
| Record | What it shows |
|---|---|
| Pennsylvania PUC, 2024 report | 32 complaints counted for Energy Harbor. Against 105,658 homes served, that is 3.03 per 10,000 homes. |
| BBB, last 3 years | 33 complaints on the profile for Energy Harbor, LLC in Akron, Ohio (all states), 5 of them in the last 12 months. |
| BBB complaint types | Billing issues 16, service or repair 8, order 4, customer service 3, product 1, sales and advertising 1. |
The BBB profile covers the whole company, not Pennsylvania alone, and a count does not say who was right. Billing is the largest type on the list, so check your first bill against the price you were quoted.
| Category | Points | Evidence |
|---|---|---|
| Complaints to the state | 25 / 25 | The PUC's 2024 report counted 32 complaints under "Energy Harbor." Divided by 105,658 homes served (EIA-861, 2024), that is 3.03 per 10,000 homes. The under-5 band earns the full 25 of 25 points. |
| BBB rating | 5 / 5 | BBB grade A+, accredited, read October 16, 2026. That earns 5 of 5 points. |
| Fines and penalties | 20 / 20 | No Pennsylvania penalty counted in the last 10 years. The full 20 of 20 points go to Energy Harbor here. |
| Contract fairness | 16 / 20 | The terms set the early termination fee at $0 (5 of 5), with no extra fees (4 of 4) and a plain 12-month fixed plan (4 of 4). They send disputes to arbitration or small claims court and waive class actions, with no opt-out found (0 of 4). No cancel fee means you may leave at any time (3 of 3). |
| Price | 14 / 20 | The 12-month fixed plan was 99.7% of the reference price in PPL's area and 102.8% in PECO's, 101.3% on average, good for 14 of 20 points. |
| Time in business | 8 / 10 | Licensed January 14, 1999 (27 years) earns 6 of 6 points. We found no Pennsylvania bill-help program (0 of 2), and audited financials add 2 of 2. |
What this score rests on
Every category is worked out from public records. Where a record does not exist, a fixed default number of points is given, and the label says so. A default is not a finding about the company.
- Complaints to the state 25 of 25 points Record foundThe state's 2024 complaint count and the federal count of homes served give a rate.
- BBB rating 5 of 5 points Record foundBBB grade.
- Fines and penalties 20 of 20 points Searched, none foundNo Pennsylvania penalty found in the sources searched. That is not proof there was none.
- Contract fairness 16 of 20 points Record foundThe supplier contract was read.
- Price 14 of 20 points Record foundA 12-month price was checked against the frozen price to compare.
- Time in business 8 of 10 points Record found
All six categories rest on a record we found or a search that found nothing. No default points were given.
This is one score built from six records, and price is one of them. It is not a measure of complaints or legal history alone. How the points are given
What the contract says
We read the plan's terms (footer "PA RSC TC 20260725") on Oct. 16, 2026. They say "the early termination fee of $0," so you can leave without a charge. Three other points are worth knowing:
- A change-in-law clause. The company may adjust a fixed rate if capacity charges or similar costs rise. The terms call for two notices and give you a 30-day exit.
- Arbitration. Disputes go to arbitration or small claims court, you waive a jury trial and class actions, and we found no opt-out.
- The same text as a sister brand. The terms are word for word the same as Dynegy's, another Vistra brand, apart from names, license numbers and contact details.
The first 3 business days after you get Energy Harbor's disclosure statement are a penalty-free cancel window. The change-in-law clause is in that same statement, so read it.
Energy Harbor must send two notices before a fixed term ends, the first 45 to 60 days ahead and an options notice at least 30 days ahead. Put the new price next to your utility's before you let it renew.
How to cancel Energy Harbor
With no early termination fee, leaving is simple, but time it so you do not pay twice.
- 1Choose the next plan first.
A new supplier or your utility's price, set up before the Energy Harbor term ends.
- 2Enroll in it.
The switch ends Energy Harbor on its own, and the $0 early termination fee means no exit charge.
- 3Keep every notice.
Energy Harbor's two end-of-term notices and your new confirmation go in one place.
- 4Watch the final bill.
It should stop at the switch date. A charge after that date is one to raise with Energy Harbor.
A $0 early termination fee in the terms means a move to another plan should cost nothing at exit. Your contract is the final word.

Where to take a problem with Energy Harbor
- 1Speak to Energy Harbor.
Give the date, the plan and what you were told. Its arbitration terms make your notes worth keeping.
- 2Flag an unauthorized switch.
Your utility needs to hear within your first two billing periods; Energy Harbor cannot bill that stretch.
- 3Use the PUC form.
Go to puc.pa.gov/complaints or call 800.692.7380 if Energy Harbor does not fix it.
If Energy Harbor made you an offer, find its plan for your utility in the tool and read the change-in-law clause in the contract before you agree.
