How much does it cost to leave XOOM Energy?
The box at the top shows every home plan XOOM has on the state's shopping site today. The form under it starts with sample numbers. Change three to match your plan: your price per kWh, the months you have left and your exit fee. It then says whether to leave now or wait for the free last month.

Prices as of October 20, 2026 (offer lists and prices to compare). XOOM's own prices and fees come from its price sheets, last updated September 1, 2026.
This is an estimate, not a bill. It compares the energy price only, because delivery and taxes stay the same. XOOM's prices and fees come from its own price sheets, last updated September 1, 2026. Type the numbers from your own contract if they differ.
Does XOOM Energy have a cancellation fee?
On most plans, yes. XOOM charges $110 to leave its 12-month fixed plan early in seven of its eight Pennsylvania areas. In PECO's area the same plan lists $0.
XOOM's 12-month contract for PPL homes sets 14.39¢ per kWh for 12 bills. Leave early and the fee is $110.
XOOM's 12-month contract for PECO homes sets 13.49¢ per kWh for 12 bills. The words match, and the fee is $0.
The two contracts use the same words. Only the price and the dollar fee change, and XOOM's papers do not say why. The fee is also $110 in the other six areas. The 6-month plan lists $55 and the 24-month plan lists $200, except in PECO's area, where both list $0.
| Utility area | 12-month price | Exit fee, 12 months | Price to compare today |
|---|---|---|---|
| PPL | 14.39¢ | $110 | 13.079¢ |
| PECO | 13.49¢ | $0 | 11.759¢ |
| Duquesne Light | 16.99¢ | $110 | 14.140¢ |
| Met-Ed | 13.89¢ | $110 | 13.951¢ |
| Penelec | 14.09¢ | $110 | 13.142¢ |
| Penn Power | 14.79¢ | $110 | 13.477¢ |
| West Penn Power | 13.09¢ | $110 | 12.075¢ |
| UGI Utilities | 14.29¢ | $110 | 12.615¢ |
When the fee stops
Leaving is free in four cases.
- In the last month of a fixed plan. XOOM's paper says there is no fee if you cancel after the second renewal notice and before the plan ends. State rules say that notice must come at least 30 days before the end.
- On a month-to-month plan. XOOM says there is no fee "during the variable price portion of any contract."
- In PECO's area, on 12-month plans. XOOM's PECO papers list $0, with one exception. One of the three files for its pet-charity plan lists $110, and the other two list $0. Check your own contract.
- If XOOM chooses to skip it. The contract says, "We may decide not to collect applicable fees."
Is leaving early worth the fee?
Compare two numbers: the fee, and what you save each month. Say you live in PPL's area. XOOM costs 14.39¢ and the price to compare is 13.079¢, the Oct 16, 2026 price. The gap is 1.311¢ per kWh. At 1,000 kWh that is $13.11 a month, so the $110 fee equals 8.4 months of savings.
XOOM says cancelling can take up to 30 days, so your first bill after you cancel is still at XOOM's price. That means leaving now pays off only with 10 or more months left. With fewer months left, wait for the free last month. The test above runs this math with your numbers.
Is XOOM Energy legit? The record behind the score
Yes, by the public record. XOOM is a licensed Pennsylvania supplier. We found no Pennsylvania fines against it, it draws few complaints, and the BBB grades it A+. Its weak points are price and contract terms. Together that is 78 points out of 100, which is Good on our scale.
The score adds six parts. Here is what XOOM earned in each, and why.
| Category | Points | Evidence |
|---|---|---|
| Complaints to the state | 25 / 25 | Under 5 complaints on the PUC's 2024 list. XOOM served 12,172 Pennsylvania homes (EIA, 2024), so even 4 complaints is at most 3.3 per 10,000 homes. Anything under 5 per 10,000 earns the full 25. |
| BBB rating | 5 / 5 | A+ and accredited, read on October 16, 2026. An A or A+ earns the full 5. |
| Fines and penalties | 20 / 20 | No PUC penalty or settlement and no Attorney General action found against XOOM in Pennsylvania in the last 10 years, so it keeps all 20. Other states are further down, reported but not scored. |
| Contract fairness | 13 / 20 | The higher exit fee, $110, is under the $150 line and earns 5 of 5. Arbitration with a class-action waiver earns 0 of 4. No extra fees found earns 4 of 4. A simple fixed plan earns 4 of 4. No free-cancel window beyond the 3 business days the law gives earns 0 of 3. |
| Price | 9 / 20 | XOOM's own 12-month price was 14.39¢ in PPL's area (110.0% of the October 16 price to compare) and 13.49¢ in PECO's (114.7%). The average, 112.4%, loses half a point for each percent above 90. |
| Time in business | 6 / 10 | Licensed 14.2 years earns 4 points, and an audited parent (NRG) earns 2. We found no XOOM bill-help program. |
Complaints to the PUC, year by year
The PUC names suppliers with fewer than five complaints but gives no count, so 2024 shows the most it could be. The PUC says counts are not adjusted for size, include payment-plan requests and are not findings of wrongdoing. We have no home counts for the early years.
License, BBB and fines
- The PUC licensed XOOM Energy Pennsylvania, LLC on July 20, 2012 (license A-2012-2283821). Its docket shows filings through August 2026.
- Our team read the BBB profile on Oct 16, 2026: grade A+, accredited.
- We found no PUC penalty, settlement or Attorney General action naming XOOM in Pennsylvania since 2016.
- We do not use star ratings from review sites in the score, because we cannot check who wrote them. State records come first.
What does the XOOM contract say?
These are the terms that matter, from XOOM's own Pennsylvania contract for a 12-month fixed plan in PPL's area (file last updated September 1, 2026). Your contract controls, so read yours.
| Term | What it says |
|---|---|
| Price | A fixed 14.39¢ per kWh "for your first 12 bills." It covers the energy, transmission and the state Gross Receipts Tax. Your utility's delivery charges are extra. |
| Savings | XOOM says "savings are not guaranteed" and its price "may be higher than the supply rate charged by the utility." |
| Exit fee | $110 in the PPL contract and $0 in the PECO one. None after the second renewal notice or during a variable period. |
| Right to cancel | 3 business days after you get the welcome papers, by phone or email. The contract is "not binding" until that period ends. State rules do not allow a waiver. |
| Renewal | If you do nothing, service "will continue at the price and contract duration indicated in the second notice." |
| XOOM can cancel | It may end the contract for any reason with 30 days' written notice, and you pay no fee. |
| Price changes | If a law, rule or tariff changes, XOOM may change the contract, price included, with 30 days' written notice. |
| Leaving | Cancelling "may take up to 30 calendar days." You "may forfeit some of the rewards," such as the airline miles on some plans. |
| Disputes | Binding arbitration and no class actions. The hearing is "in Massachusetts." Small claims court in Pennsylvania is allowed. |
| Bill errors | Report them within 90 days or you give up the right to dispute them "to the extent permitted by law." |
| Solar | With a net meter, "you will no longer receive energy credits from your utility." XOOM "is not responsible for paying any net metering credits." |
| Switching in | XOOM's website says it will cover up to $150 of your old supplier's exit fee. You must be a new home customer on a fixed plan of 12 months or more and claim within 90 days. |
XOOM also files a month-to-month plan with an introductory price of 13.59¢ for your first 2 bills in PPL's area. After that the price starts at 13.59¢ and "can change each month." The sheet says, "We will not provide advance notice of any price changes." It has no exit fee.
What happens when your XOOM plan ends?
XOOM must warn you twice before a fixed plan ends. If you ignore both notices, your plan rolls into a new price.
- 45 to 60 days before the endXOOM sends the first notice. It must say whether there is an exit fee and how to avoid it.
- 30 days before the endXOOM sends the options notice with the new price. From the day you get it, leaving is free.
- Until the end dateSwitch or cancel with no exit fee.
- After the end dateIf you did nothing, service continues at the price in the second notice.
State rules block one trap. A fixed plan that renews because you did not answer must become a month-to-month plan with no cancel fee, or a new fixed plan you can leave at any time with no fee (52 Pa. Code § 54.10). If the plan went month to month, XOOM must tell you at least 30 days before a later price change.
The price is still the risk. XOOM's own table of past variable prices shows what a rollover can cost. In October 2026 it listed 17.0¢ per kWh in PPL's area and 16.5¢ in PECO's. On October 16 those were 30% and 40% above the utilities' prices to compare.
XOOM's table lists 16.1¢ to 18.6¢ across its eight areas for October 2026. It says, "Historical pricing is not indicative of present or future pricing." Your own bill shows your price.
Who owns XOOM Energy?
NRG Energy owns XOOM. NRG bought it on June 1, 2018 for about $213 million, according to NRG's 2019 annual report. NRG's shares trade on the New York Stock Exchange, and KPMG audits its books.
NRG's 2025 annual report lists more retail brands under the same roof. Three have Texas reviews on this site: Reliant (Texas review), Green Mountain Energy (Texas review) and Direct Energy (Texas review). Texas scores use Texas records, so they do not carry over to Pennsylvania.
In Pennsylvania we score NRG's brands the same way we score XOOM.
The PUC approved settlements with NRG Home (Reliant Energy Northeast LLC) in 2021, with a $175,000 penalty, and with Green Mountain in 2022, with a $156,000 penalty. Both cases began with complaints of customers switched without their permission. The PUC's releases call the claims allegations. We found no such case for XOOM.
What have other states said about XOOM?
Our score counts only Pennsylvania actions. These came from other states and a federal court. They are reported, not scored. We quote NRG's own words from its filings, and we call anything undecided an allegation.
| Where | What was reported | Where it stands |
|---|---|---|
| Ohio | In June 2021 the state's utility commission raised concerns about XOOM's sales and sign-up rules. XOOM did not admit wrongdoing. | Approved April 17, 2024: a $120,000 penalty, $100,000 for bill help, refunds and new checks on sign-ups. |
| Connecticut | A March 2023 notice alleged XOOM broke a 2021 ban on cancellation fees for homes. NRG says XOOM used fee language in some materials but did not charge or collect such fees. | Approved June 29, 2023: $1.5 million toward hardship customers' overdue bills, plus $75 bill credits. |
| New York | In January 2024 the state notified eight NRG sellers, XOOM among them, of alleged non-compliance. One claim is that they did not move existing home customers to three new kinds of products. | NRG says it is responding. Not resolved. |
| Federal court, New York | Mirkin v. XOOM Energy (filed 2019) alleges XOOM broke its contract by not setting variable prices on its real and estimated supply costs. | The court made it a class action, then excluded both damages reports. It is deciding if the class stands. No trial date. |
None of this decides how XOOM treats Pennsylvania customers. It does show what other regulators looked at, and the variable price case is worth knowing about if you were ever on XOOM's variable plan.
How do I cancel XOOM Energy, or file a complaint?
- 1Find your price, end date and fee.
Check your welcome papers or XOOM account, or call XOOM at 1-888-997-8979. You can also email customercare@xoomenergy.com. Ask for the answers in writing.
- 2Pick your date.
Use the test above. In the last month of a fixed plan, leaving is free.
- 3Start the switch.
Choose a new supplier on PA Power Switch, or go back to your utility, which PA Power Switch says costs nothing. Or tell XOOM to cancel. It asks your utility to end its service, and that can take up to 30 calendar days.
- 4Keep a record.
Write down the date, the time and the name of the person you spoke with. Save every email.
- 5Check your next two bills.
Make sure the price changed and the fee, if any, matches your contract. XOOM wants bill errors reported within 90 days.
- 6If it goes wrong, complain.
File an informal complaint with the Pennsylvania PUC or call (800) 692-7380. The Office of Consumer Advocate also helps at (800) 684-6560, the number in XOOM's own contract.
How does XOOM compare with other suppliers?
The price column is each supplier's simplest 12-month fixed plan in PPL's and PECO's areas, averaged, as a share of the price to compare on October 16, 2026. Your utility's own price is 100%. Lower is better.
| Supplier | Score | Exit fee, simplest 12-month plan | Price vs price to compare |
|---|---|---|---|
| Your utility, no supplier | none | $0 | 100% |
| XOOM Energy | 78 | $110 in PPL's area, $0 in PECO's | 112.4% |
| CleanChoice Energy | 78 | $0 | 98.5% |
| Inspire Clean Energy | 72 | $0 | 104.5% |
| IGS Energy | 73 | $99 | 115.8% |
| Verde Energy | 62 | $100 | 104.6% |

Questions, answered
Is XOOM Energy legit?
Yes. XOOM Energy Pennsylvania, LLC has held a Pennsylvania PUC supplier license since July 20, 2012. We found no Pennsylvania fines against it, fewer than five state complaints in 2024, and an A+ from the Better Business Bureau (read October 16, 2026). Its weak spots are price and exit fees, not whether it is real.
Who owns XOOM Energy?
NRG Energy owns XOOM. NRG bought it on June 1, 2018 for about $213 million, according to NRG's 2019 annual report. NRG is publicly traded, and KPMG audits its books. It also owns Reliant, Direct Energy and Green Mountain Energy, which we reviewed in Texas.
Does XOOM Energy have a cancellation fee?
Often yes. XOOM's 12-month fixed plan lists $110 in most Pennsylvania areas and $0 in PECO's area. Its 6-month plan lists $55 and its 24-month plan $200, except in PECO's area, where both list $0. There is no fee in a fixed plan's last month or on a month-to-month plan.
Does XOOM Energy save you money?
Usually not on price alone. On October 16, 2026, XOOM's standard 12-month price sat above the utility's price to compare in seven of its eight areas. Only Met-Ed's was slightly below. XOOM's contract says savings are not guaranteed, so compare its price with your own price to compare first.
Is XOOM Energy a good and reliable company?
Its record is good, and its power is as reliable as your utility's. XOOM sells the energy, while your utility owns the wires, fixes outages and sends the bill. XOOM scores 78 out of 100 (Good) on our method. It loses points for price and contract terms, not for fines or complaints.
Why is XOOM not on PA Power Switch?
We do not know. On October 16, 2026, the state's PA Power Switch list showed no home offer from XOOM in any of the 11 utility areas, yet XOOM's own site says it sells to Pennsylvania homes. Ask XOOM for the price and fee at your address in writing, then compare them with your price to compare.
How do I cancel XOOM Energy?
Call 1-888-997-8979 or email customercare@xoomenergy.com, or choose a new supplier or return to your utility, which costs nothing. XOOM asks your utility to end its service, and that can take up to 30 calendar days. Check your contract for an exit fee before you cancel.
What happens when my XOOM plan ends?
XOOM must send two notices, 45 to 60 days and 30 days before the end. If you do nothing, service continues at the price in the second notice. State rules say a renewal you did not answer cannot carry a cancellation fee. Read the second notice, then switch if the price is high.
Can I cancel XOOM within three days?
Yes. Pennsylvania gives you three business days after you get XOOM's welcome papers, and XOOM cannot waive that right. Call 1-888-997-8979 or email customercare@xoomenergy.com before midnight on the third business day. XOOM's contract says it is "not binding" until that period ends.
What is XOOM's variable rate in Pennsylvania?
XOOM's own table lists October 2026 variable prices from 16.1¢ to 18.6¢ per kWh, depending on the area. That is about 20% to 40% above the utilities' prices to compare on October 16. XOOM sets the price each month. Its introductory plan says it will give no advance notice of price changes.
Does XOOM Energy sell natural gas in Pennsylvania?
Yes. XOOM says it supplies natural gas in seven Pennsylvania gas-utility areas, including Columbia Gas, National Fuel Gas, Peoples Gas, Philadelphia Gas Works and UGI. This review scores only its electric business. Gas plans have their own contracts and fees, so read them before you switch.
Can I use XOOM if I have solar panels?
Be careful. XOOM's contract says that with a net meter you will no longer receive energy credits from your utility, and XOOM does not pay net metering credits. Ask your utility how choosing a supplier affects your credits before you sign, and get the answer in writing.
