Do you need a permit for solar panels in Chicago?
Yes. A Chicago home needs one city permit — a Small-Scale Solar Photovoltaic System permit through the Department of Buildings' Express Permit Program — plus a $50 ComEd interconnection application before the system can be switched on. Almost everything else turns on a single number: 13.44 kW. Below it, the permit is billed as electrical work and the codified fee is around $175. At or above it, the fee jumps to a $1,000 minimum.
That threshold is the most important thing on this page and it appears in almost no coverage of Chicago solar. It is not a coincidence or a rounding artifact — the same 13.44 kW figure caps the fast permit track and triggers a different line in the city's fee ordinance. Cross it and you change both what you pay and how long you wait.

Do you need a permit for solar panels in Chicago?
Yes, without exception. Rooftop solar is regulated construction and electrical work in Chicago, and the Department of Buildings is the authority that permits it — not the Department of Business Affairs and Consumer Protection, which several guides name incorrectly.
Since November 2023 the route for a normal residential system is the Express Permit Program, using a worktype the city calls Small-Scale Solar Photovoltaic (PV) System. That program replaced three older paper processes at once — the Easy Permit Process, Short Form permits, and the Solar Express Permit Process, which stopped accepting applications at 4:00 p.m. on November 2, 2023.
One thing that surprises homeowners: you almost certainly cannot pull this permit yourself. The electrical work must be performed by the Chicago-licensed electrical contractor named on the permit, and the electrical drawing must be signed by a Chicago-licensed supervising electrician or an Illinois-licensed architect or engineer. In practice the installer files it.
Why does everything turn on 13.44 kW?
Because two separate city rules use the same number. 13.44 kW is the ceiling of the Express Permit Program for solar, and it is also the point at which the Chicago Municipal Code stops treating a solar installation as ordinary electrical work and starts charging it as a solar array on its own line.
The Express track also caps energy storage at 20 kWh (10 kWh for non-lithium-ion chemistries), and permits only one installation per ComEd electrical service connection. Ground-mounted and wall-mounted arrays, occupied or habitable roofs, and any landmark property fall outside Express entirely and go to Standard Plan Review regardless of size.
The practical consequence is worth stating plainly: a Chicago installer proposing a system just under 13.44 kW is usually not being stingy. Crossing that line adds several hundred dollars in permit fees and moves the application into a slower review queue. If a quote sits close to the threshold, ask what the permitting difference would be.
How much does a Chicago solar permit cost?
For a typical residential system the codified figures come to about $175. But the honest headline is this: Chicago does not publish what a solar permit costs. We checked three separate routes and none of them will tell a homeowner the number before they apply.

Chicago Municipal Code §14A-12-1204.2, Stand-Alone Permit Fees, as amended December 19, 2025; the stand-alone permit review fee is Table 14A-12-1204.1 per §14A-4-412.1. Unlike the city's plan-review fee tables, Table 14A-12-1204.2 carries no blanket minimum fee — the only floor is the $1,000 on the solar line itself.
Adding those up for the common case: a residential array under 13.44 kW needing up to ten new circuits is $150 plus the $25 review fee, so $175. If the job also replaces a service disconnecting means under 400 amps, add $75 for $250. A system at or above 13.44 kW starts at $1,000. Those are arithmetic on published figures, not quotes.
Two honest caveats, and they matter. First, Chicago's code allows the building official to apply an annual inflation-based increase and publish adjusted dollar figures separately from the ordinance text. The city's plan-review fee tables are already higher than their codified counterparts for exactly this reason, so the amounts above may be superseded by a higher published schedule — and we could not find one for stand-alone permits.
Second, there is nowhere to check. The city's permit fee calculator covers only New Construction and Building Rehabilitation and offers no solar or electrical work type at all. The 2026 Amended Building Permit Fee Tables, effective January 6, 2026, do not contain the stand-alone fee table. And the Express Permit Program generates your fee inside the application, after you log in. Ask your installer what the city actually charged, and ask to see the receipt.
This is also why so much of what you will read about Chicago solar permits is wrong. Pages still quoting a $275 flat fee are citing the Solar Express process, which stopped accepting applications in November 2023. There is no current public number to replace it with, so the stale one keeps getting repeated.
What does the permit process actually involve?
Seven steps, and the first one catches people out because it happens before anything is filed.
- A licensed professional inspects your home in person. Before the application can be submitted, an Illinois-licensed architect or structural engineer — or someone under their responsible control — must physically inspect both the structural capacity of the existing roof and the condition of the existing electrical system.
- Plans are prepared and stamped. Drawings and calculations by an Illinois-licensed architect or structural engineer are always required for a new installation. The installer must hold an ICC Distributed Generation Installer Certification, and the electrical drawing must be signed by a Chicago-licensed supervising electrician or an Illinois-licensed architect or engineer.
- The application is filed online through the Express Permit Program under the Small-Scale Solar PV System worktype, by the Chicago-licensed electrical contractor.
- The city reviews and issues. Express applications that comply with the Solar Zoning Policy bypass a separate zoning review. Anything outside the Express criteria goes to Standard Plan Review instead.
- Installation by the licensed contractor, built to the approved plans.
- City inspection. The contractor requests it; the inspector checks mounting, electrical connections, setbacks, rapid-shutdown signage and roof penetrations.
- ComEd interconnection and permission to operate. The system cannot legally be energized until the city inspection passes and ComEd completes interconnection.
Does Chicago have instant solar permitting?
No. Chicago has not adopted SolarAPP+, the automated permitting platform that issues residential solar permits instantly in a growing number of American cities. Every Chicago application is reviewed by a person.
This is worth being precise about, because at least one page ranking for Chicago solar permits states the opposite. According to the National Renewable Energy Laboratory, 97 local governments had publicly launched SolarAPP+ by the end of 2023 with 70 more piloting it. Illinois actively funds adoption — the Illinois Finance Authority's Climate Bank offers SolarAPP+ adoption grants of $300,000 a year for five years, reaching roughly ten to fifteen communities annually. Chicago is not among the adopters.
Whether that matters to you depends on your patience. A 2025 report from the Environment Illinois Research & Education Center and the Illinois PIRG Education Fund described the state's solar market as difficult to work in and found that 31% of Illinois solar permit applications were cancelled in 2024, against 22% nationally in 2022. Those are advocacy-group findings rather than a regulator's, and we flag them as such — but the direction is consistent with what installers report.

Roof-mounted solar is treated as an accessory structure in every Chicago zoning district, so there is no district where rooftop panels are simply prohibited. What the city regulates is where on the roof they sit.
- 3 feet of clearance from the roof edge on a residential building.
- 4 feet on a non-residential or mixed-use building — a distinction that catches out anyone with a storefront below.
- Equipment may project no more than 3 feet from the structure. Anything projecting into the public way triggers a separate Department of Transportation review.
- Ground-mounted solar is not permitted in Chicago residential districts at all. On a city lot this is rarely the plan anyway, but it removes an option some homeowners assume they have.
Meeting the Solar Zoning Policy is what lets an Express application skip a dedicated zoning review, so these are not merely aesthetic rules — they are the difference between a fast track and a slow one.
Can you put solar on a Chicago flat roof?
Yes, and it is the most common Chicago situation. Flat and low-slope roofs dominate the city's housing stock, and there is a specific reason that helps rather than hurts: the fire code's rooftop access pathway requirements — the two 36-inch clear paths from eave to ridge — carry an exception for roofs with a slope of 2:12 or less.
That exception covers most Chicago flat roofs, which removes a constraint that shapes array layouts in pitched-roof markets. What still applies is the 3-foot roof-edge setback, the structural review, and wind-loading design, which on a flat roof usually means ballasted racking rather than penetrating mounts. Whether your roof can carry that weight is exactly what the mandatory pre-application structural inspection is for.
Roof condition is the other flat-roof issue. A deteriorated roof can trigger a required roofing permit before the solar permit proceeds, and reroofing later means a fresh permit to remove and reinstall the panels. Our guide to Illinois solar roof requirements covers when to reroof first.
Do solar panels need Landmark Commission approval in Chicago?
Only if your building is a designated Chicago Landmark or a contributing building in a landmark district — and Chicago has a lot of both. As of August 9, 2024 the city had 459 designations: 388 individual landmarks and 62 landmark districts.
If your building is covered, the permit goes through the Historic Preservation Division of the Department of Planning and Development, and landmark properties fall outside the Express Permit Program regardless of system size. The governing question in review is usually visibility from the public way — an array set back on a flat roof behind a parapet, invisible from the street, is a very different proposition from one on a street-facing mansard.
Two practical points. Most alterations are handled at staff level rather than going to the full Commission, which is considerably faster. And a pre-permit submission is encouraged and can speed up the process — worth doing before your installer prepares final drawings, not after. The full Commission meets on the first Thursday of each month, so a project that needs its review is working around a monthly calendar.
Outside landmark districts, no Chicago rule bans street-facing arrays, though the Solar Zoning Policy asks that collectors be consolidated and non-reflective to limit glare.
Can you install solar on a Chicago condo, two-flat or three-flat?
This is where a lot of Chicago homeowners discover the real obstacle, and it is not the city. Municipal permitting treats a two-flat the same as a single-family home. What changes is who owns the roof — and for most Chicago condo owners, Illinois' solar-rights law does not protect them.
The Homeowners' Energy Policy Statement Act generally bars an association from prohibiting a solar energy system. But the Act contains an exception that matters enormously in a city built on shared walls and shared roofs. It does not apply to a building that is more than 60 feet tall, or that has a shared roof and is subject to a homeowners' or condominium association. A shared roof means any roof serving more than one unit — including contiguous roofs serving adjacent units — or forming part of the common elements.

The practical effect: if you own a condo whose roof is a common element, or a unit in an attached townhome row with contiguous roofs, the statutory protection does not reach you. Your declaration and your board govern, and a single unit owner generally cannot install on a common-element roof without the association's agreement. The city will permit it; the association is the gate.

How does ComEd interconnection work?
Separately from the city, and it is the step most likely to hold up your switch-on. A residential solar system uses ComEd's Level 1 interconnection track, which carries a $50 application fee. Illinois rules cap the customer's total Level 1 interconnection cost at $200, with anything above that recovered through delivery rates.
Worth correcting, because it is widely reported wrong: the $200 is a cost cap, not an application fee, and the Public Utilities Act itself sets no dollar figure — it delegates fee-setting to the Illinois Commerce Commission. If a quote shows $200 as your interconnection application fee, that is a misreading of the rules.
ComEd's published timeframes for Level 1 are a completeness check within 7 business days, screen verification and a conditional agreement within 15 business days, and a witness test — which can be waived — within 10 business days of commissioning. Roughly three weeks of ComEd review for a complete application, on top of city time. How your generation is then credited is covered on ComEd net metering.
How long does the whole thing take?
From signing to switching on, a straightforward Chicago installation is a matter of weeks rather than days — and the last stage is usually the longest.

Durations are drawn from the published ComEd Level 1 timeframes and from Department of Buildings process descriptions; the city does not publish a guaranteed turnaround for solar permits, so review times are indicative rather than committed. Landmark and Standard Plan Review projects vary the most.
What goes wrong?
Most Chicago delays are avoidable, and they cluster around a handful of causes. Knowing them is a fair way to judge whether an installer actually works in the city or is treating Chicago like anywhere else in Illinois.
- The wrong code edition. Chicago enforces its own amended electrical code, and a plan set citing generic national code sections instead of the Chicago numbering earns a correction cycle.
- The 3-foot setback applied to a mixed-use building that needs 4 feet — common on two-flats with a storefront.
- Skipping the mandatory pre-submission inspection by the licensed design professional.
- An out-of-town contractor without a City of Chicago electrical contractor licence, or drawings unsigned by a Chicago-credentialed electrician.
- A landmark property submitted through Express instead of going to Historic Preservation first.
- A roof in poor condition, triggering a roofing permit or condition evaluation before solar proceeds.
- Interconnection filed late. Some installers only file with ComEd after installation, adding weeks before permission to operate. Ask when they file — it should be early, not last.
The questions worth asking any installer are on how to vet an Illinois solar quote. For Chicago specifically, add two: are you licensed as an electrical contractor with the City of Chicago, and when do you file the ComEd interconnection application?

Chicago permitting runs on vocabulary that appears almost nowhere else, and installers use it as though everyone already knows it. These are the terms worth understanding before you read a quote or a permit application.
- Express Permit Program
- Chicago's fast, web-based permit track for smaller defined scopes of work. It launched in November 2023 and replaced the Easy Permit Process, Short Form permits and the Solar Express Permit Process. Residential solar under 13.44 kW goes through it.
- Small-Scale Solar Photovoltaic (PV) System
- The city's official worktype name for a residential rooftop solar permit inside the Express Permit Program. If your installer calls it something else on the paperwork, it is worth asking why.
- Standard Plan Review
- The slower, plan-based permit track. Solar goes here when the system is 13.44 kW or larger, is ground- or wall-mounted, sits on an occupied roof, or is on a landmark property.
- Stand-alone permit
- A trade permit — electrical, plumbing, mechanical — priced from its own fee table rather than by building area. Residential solar under the threshold is billed this way, which is why the fee tracks circuit count.
- Service disconnecting means
- The main switch or breaker that cuts all power entering the building. Replacing or upgrading it is a separate $75 permit line under 400 amps, and whether your job needs one is a common source of quote-to-quote variation.
- Solar Zoning Policy
- The City of Chicago guidance that treats rooftop solar as an accessory structure in every zoning district and sets the roof-edge setbacks. Complying with it is what lets an Express application skip a separate zoning review.
- Contributing building
- A building inside a Chicago landmark district that contributes to the district's historic character. Contributing buildings need Historic Preservation review for solar even if they are not individually designated landmarks.
- Rapid shutdown
- A safety requirement that lets firefighters de-energize rooftop conductors from ground level. Chicago's fire code requires labelled rapid-shutdown signage, and its absence is a routine inspection failure.
- Level 1 interconnection
- The simplest of ComEd's three interconnection tracks, used by inverter-based residential solar. It carries a $50 application fee, and Illinois rules cap the customer's total Level 1 cost at $200.
- Permission to operate
- ComEd's authorisation to switch the system on, granted only after the city inspection passes and interconnection is complete. Until it arrives the array is installed but legally idle — and this is usually the longest wait in the whole process.

Weeks rather than days. Plan preparation takes one to two weeks, Express review days to a few weeks, installation one to three days, and ComEd interconnection about three weeks — usually the longest single wait. Standard Plan Review and landmark review extend the timeline further.
Which building and electrical codes does Chicago use for solar?
The 2019 Chicago Building Code covers photovoltaic panels and modules, the 2018 Chicago Electrical Code covers solar photovoltaic systems and energy storage, and the 2019 Chicago Fire Prevention Code covers energy systems including rapid-shutdown signage. The Chicago Electrical Code is based on the 2017 National Electrical Code with Chicago amendments.
